HomeMy WebLinkAbout20-001 Authorizing the City Manager to Execute Amendments No. 1 to the Interlocal Agreement with Jefferson County to Support Affordable Housing and Homeless Housing Programs Pursuant to RCW 36.22.178, RCW 36.22.179, and RCW 36.22.1791 Resolution 20-001 Page I of 2 RESOLUTION NO. 20-001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE INTERLOCAL AGREEMENT WITH JEFFERSON COUNTY TO SUPPORT AFFORDABLE HOUSING AND HOMELESS HOUSING PROGRAMS PURSUANT TO RCW 36.22.178, RCW 36.22.179, AND RCW 36.22.1791 WHEREAS, on November 26, 2018, the Port Townsend City Council approved an Interlocal Agreement with Jefferson County to support affordable housing and housing homeless programs pursuant to RCW 36.22.178, RCW 36.22.179, and RCW 36.22.1791; and WHEREAS, the 2018 ILA created a Joint Oversight Board and a Homeless Task Force charged with evaluating and recommending housing and homeless program expenditures to the Jefferson County Board of Commissioners; and WHEREAS, in the 2019 session, the Washington State Legislature adopted Substitute House Bill 1406 that allows qualified counties and cities to impose a sales and use tax for affordable housing and homeless housing programs as specified in the bill; and WHEREAS, the sales and use tax authorized by Substitute House Bill 1406 is credited against the state's share of sales and use tax collections; and WHEREAS, Substitute House Bill 1406 authorizes cities and counties to enter into interlocal agreements to pool resources for the qualified expenditures; and WHEREAS, on December 16, 2019, the Jefferson County Board of Commissioners passed an ordinance to implement the sales and use tax; and WHEREAS, the City Council is considering an ordinance to also implement the sales and use tax; and WHEREAS, Amendment No. 1 to the Interlocal Agreement will allow the Joint Oversight Board and the Homeless Task Force to make recommendations for expenditures of the sales and use tax funds collected pursuant to Substitute House Bill 1406; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend: The City Manager is authorized to execute Amendment No. 1 to the Interlocal Cooperation Agreement with Jefferson County to support affordable housing and homeless housing programs pursuant to RCW 36.22.178, RCW 36.22.179, and RCW 36.22.1791 and make minor modifications as necessary.
