HomeMy WebLinkAbout01-017RESOLUTION 01-017 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, ESTABLISHING THE NONMOTORIZED TRANSPORTATION ADVISORY BOARD AS A CITIZEN ADVISORY BOARD WHEREAS, the City Council adopted Ordinance 2760 on March 19, 2001, removing the Nonmotorized Transportation Advisory Board from the Port Townsend Municipal Code in order to allow its re-formation by Council resolution, with the goal and intention being to give more flexibility to the Council to assign tasks and provide direction to boards formed by the City Council; and WHEREAS, the City Council determines to establish the Nonmotorized Transportation Advisory Board by this Resolution, WHEREAS, the City Council adopted Resolution 01-012 on March 19, 2001, establishing general rules governing citizen advisory boards. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: SECTION 1. FORMATION. The Port Townsend Nonmotorized Transportation Advisory Board is hereby established, subject to the general provisions in Article 4 of City Council Rules of Procedure, and this Resolution, including any amendments thereto. SECTION 2. SCOPE OF WORK AND TASK DESCRIPTION. A. Implementation of the Nonmotorized Transportation Plan. The nonmotorized transportation advisory board will assist with, and serve as an advocate for, the implementation of the Port Townsend nonmotorized transportation plan. In this capacity, the board will promote pedestrian and bicycle travel as a viable transportation choice in Port Townsend and will promote nonmotorized transportation connections to the surrounding area and geographical region. The board shall undertake the tasks as specified in Chapter 10 of the nonmotorized transportation plan, as now adopted and as hereafter amended. B. Advisory to City Council. The board will act in an advisory capacity to the city council, forwarding recommendations for the establishment, development, planning, funding and maintenance of the city's nonmotorized transportation facilities, as described in the Port Townsend nonmotorized transportation plan. C. Volunteer Projects. The nonmotorized transportation advisory board will actively participate in volunteer nonmotorized transportation projects, as described in the Port Townsend nonmotorized transportation plan, and will promote and coordinate volunteer projects for the installation and maintenance of the city's nonmotorized transportation system. 1 Resolution 01-017 SECTION 3. TERM OF BOARD - SUNSET PROVISION. This board shall constitute a standing advisory board, subject to further city council resolution. No sunset provision is established. SECTION 4. MEMBERSHIP The board shall consist of seven members. SECTION 4. TERMS OF OFFICE. The term of office shall be for three years, except that initial appointments shall be staggered from one t°three years so that no more three members shall have their terms expire in any one year.
