AN ORDINANCE
NANCE of the City of Port Townsend adopting a plan
for the acquisition, construction, and installation of
certain additions, betterments, and improvements to and
replacements and extensions of the water supply and distri-
bution system of the City and declaring the estimated cost
thereof, providing for the issuance of water revenue bonds
of the City in the principal sum of $2,200,000 to provide
the funds necessary to pay such cost, and declaring an
emergency.
WHEREAS, the City of Port Townsend now owns, maintains and
operates its water supply and distribution system, which system
is greatly in need of certain additions, betterments, improvements,
replacements, and extensions in order to efficiently supply the
City, its inhabitants and people living and businesses located
in the vicinity of the City with an adequate supply of water; and
WHEREAS, it is deemed necessary and advisable that the City
issue its water revenue bonds in the total principal sum of
$2,200,000 in order to provide the funds necessary to acquire,
construct, and install said additions, betterments, and improve-
ments to, and replacements and extensions of its water supply
and distribution system; and
WHEREAS, because of the necessity of preparing a reservoir
for the storage of water at this time, a small portion of the
plan of improvements hereinafter authorized has been carried out;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
of Port Townsend, Washington, as follows:
Section 1. The following described plan for the acquisition,
construction, and installation of additions, betterments and
improvements to, and replacements and extensions of the existing
water system of the City is hereby proposed, specified, and
adopted, to -wit:
A. The City shall clear Lords Lake:
Shall construct an earth -fill dam on the eastern side
thereof approximately 200 feet in length and 281 feet in
height, with a control tower on the lake side thereof and with
a 30-inch concrete pressure pipe through the base of the dam,
and shall construct and install a concrete spill -way box
and a transmission line of approximately 30 inches in dia-
meter from said dam and pressure pipe to be connected at the
nearest point with the existing water transmission line from
the Big Quilcene River;
Shall construct an earth -fill or a concrete arch dam
at the north end of said lake approximately 80 feet in length
and 30 feet in height, with a similar control tower and a con-
duit pipe to be used as an emergency drain;
Shall construct a combination wood and concrete dam on
the Little Quilcene River at a point located in a southwesterly
direction from the section corner describing Sections 33, 28,
27, and 34, Township 28 North, Range 2, West W. M., on a course
South 70'261 West - 7,827 feet, and shall construct and install
a steel pipe -water -transmission line approximately 20 inches in
diameter from said dam to a point near Lords Lake Reservoir®
B. The City shall replace the existing wood stave pipe
running from its existing dam and intake at its Station No® 324
on the Big Quilcene River to its Station No. 434 on the existing
Big Quilcene River water transmission line with new pipe approxi-
mately 30 inches in diameter;
Shall construct a tunnel from its said present
Station No. 434 to its present Station No. 477 on said water
transmission line, and partly or completely line the same with
concrete if found necessary;
Shall replace and relocate the existing wood stave
pipe in said Big Quilcene River water transmission line from
its present Station No. 477 to Station No. 1381 with steel pipe
approximately 30 inches in diameter wherever such replacement

and relocation shall, be found to be necessary and advisable and
at such time or times as found necessary.
All of the above -described additions, betterments, improve-
ments, replacements and extensions shall be constructed and
installed with all pumps, valves, equipment and appurtenances
necessary therefor, and all such pipes shall be installed with
cathodic protection against electrolysis.
The City shall acquire all real and personal property or
any interest therein, easements, franchises, rights -of -way,
permits, and water rights which may be necessary to carry out
the above -described plan, all of which is as more particularly
set forth in maps, plans and specifications prepared by the
City Engineer, Mr. Kieth F. Jones, and now on file in the office
of the City Clerk.
It is hereby further provided that the above -described
plan shall be subject to such changes as to details or other
changes not affecting the main general plans -as may be author-
ized by the City Council either prior to or during the actual
course of construction.
Section 2. The estimated cost of acquiring, constructing,
and installing the above -described additions, betterments, and
improvements to and replacements and extensions of the water
supply and distribution system of the City, including the cost
of the work heretofore accomplished is hereby declared to be as
near as may be the sum of $2,200,000, which cost shall be paid
from the proceeds of the sale of the water revenue bonds of the
City hereinafter authorized.
Section 3, The City does hereby propose and adopt as an
integral. part of the plan for acquiring, constructing and install-
ing the above -described additions, betterments and improvements
to and replacements and extensions of its water supply and
distribution system, that payment of the cost thereof shall be

made by the issuance and sale of its water revenue bonds in the
total principal sum of $2,200,000. The exact date, form, terms,
maturities and covenants of such bonds shall be as hereafter
fixed by ordinance of the City.
In the event there is any surplus money left from the sale
of the water revenue bonds of the City provided for herein
after all of the additions, betterments and improvements to and
replacements and extensions of the existing waterworks and
system of the City provided for in Section 1 of this ordinance
have been acquired, constructed and installed, all such money
may be used by the City either for the purpose of replacing
those parts of its waterworks and system outside the City limits
which are described in Section l of this ordinance or may be
transferred to the,bond redemption fund that will hereafter
be created for the payment of the principal of and interest on
said bonds.
Section 4. This ordinance is declared to be one necessary
for the immediate preservation of the public peace, property,
health and welfare of the people of the City of Port Townsend,
Washington. An emergency is hereby declared to exist and this
ordinance is hereby declared to be in full force and effect from
and after its passage, approval and publication as provided by
law.
Introduced and read for the first time at a regular meeting
of the City Council held on January 3, 1956.
Introduced and read for the second and third times, passed
by the Council of the City and approved by its Mayor at a
regular meeting of the Council held on January 17, 1956.

certify that the foregoing is a true and correct copy of
Ordinance No. 1318 of said City, duly adopted by its Council
and approved by its Mayor at a regular meeting of said Council
