Members Present: Richard Berg (Chair), George Randels, Charles Paul, Cate Comerford, Kathleen Croston Members Absent: Don Schussler, Craig Britton Staff Present: Senior Planner John McDonagh Topic Motions/Recommendation/Action Approval of Minutes The minutes of July 2, 2019 were approved as presented (5-0). The minutes of Aug. 6, 2019 were amended under the New Business Item for HPC19-036 to include the word “strongly” in HPC’s recommendation that encouraged retention of the brick chimney. As amended, the Aug. 6 minutes were approved (5-0) Review and approval of the Special Sub-Committee minutes of Sept. 12, 2019 was deferred to a time when both sub-committee members could be present. Approval of the Agenda The Agenda for Oct. 15 was amended to include discussion under Other Business of: Fencing at the Bishop Hotel; window replacement at Manresa Castle; and, the breakwater at Pt. Hudson. The Agenda, as amended, was accepted unanimously (5-0). Public Comment (for any non-Agenda items) None New Business A. HPC19-040, The Belmont Hotel Special Susan Johnson of Artifact’s Consulting and Simon Little of Studio STL represented the Belmont Valuation request Hotel owner/applicant. Owner’s agents and staff explained the Special Valuation (SV) process in general and the particulars of this application. Staff noted a need to reconcile some of the requested expenses with the Scope of Work (SOW) presented under the project’s building permits. Staff stated no recommendation on a final SV amount was yet available pending that reconciliation effort so a formal HPC decision would need to occur a subsequent meeting (likely either Nov. or Dec. 2019). S. Little explained how some requested SV amounts differ from the building permit listed values due to the unknown nature of working on historic buildings coupled with the storm damage the building experienced last winter. Public comment taken on this Agenda item praised the quality of the completed façade work. HPC requested a tour/site visit of the building prior to deciding on a final SV amount. Owner’s agents agreed to facilitate that & staff agreed to set up a time to so as a part of the next HPC meeting. Topic Motions/Recommendation/Action Other Business A.City and PUD project updates A. Dave Peterson, City Engineer, updated HPC on the overhead utility undergrounding B. Other sites/projects including: efforts still underway. New transformer locations needed along Washington St. were The Bishop Hotel, still being identified. Senior Planner McDonagh noted that once those were identified, Manresa Castle and Pt. Hudson the sub-committee assigned to review these new installations for Century Link, WAVE and the PUD would be quickly convened to provide a recommendation. B.HPC member Randels voice support for allowing the Bishop Hotel’s former fence to be placed into the adjoining ROW against the newly completed sidewalk since that work was not installed at the ROW edge. In regard questions on the Manresa Castle window replacement application, staff advised HPC’s review was pending refined submittals from the applicant which are expected by the years end. Concerning Pt. Hudson’s breakwater, staff advised the Port is expected to return with a new design for the replacement structure but that no determination had been made yet on whether the work was subject to the City’s Historic Design Review process.
