RESOLUTION NO. 19-076
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE A CONTRACT WITH AXON ENTERPRISE, INC. FOR THE PURCHASE
AND MAINTENANCE OF A PORTABLE AUDIOVISUAL RECORDING SYSTEM
(POLICE BODY CAMERAS)
WHEREAS, the Port Townsend Police Department currently uses a in-car audio/video
recording system that has several limitations included a fixed radius and little redaction
capability;
WHEREAS, the Axon Flex eye-level mounted portable body camera is of comparable
price without a fixed radius and includes a cloud-based redaction tool and set replacement
schedule;
WHEREAS, the Teamsters Local 589, which represents the Police Officers, has agreed
to and supports the use of the Axon technology; and
WHEREAS, the Washington State Public Records Act, RCW 42.56.240, includes
specific protections for footage from body cameras and not for recordings from in-car cameras;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend:
The City Manager is authorized to execute a five-year contract with Axon Enterprise, Inc
for the purchase and maintenance of a portable body worn audio/visual system in an
amount not to exceed $90,000.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 3rd day of September 2019.
