Members Present: Richard Berg (Chair), Craig Britton (Vice Chair), George Randels, Charles Paul, Don Schussler, Cate Comerford, Kathleen Croston Members Absent: None Staff Present: Senior Planner John McDonagh Topic Motions/Recommendation/Action Approval of Minutes Draft minutes of the July 2 meeting were not yet available. Their review and approval was deferred to the next meeting. Approval of the Agenda The Agenda was approved as presented (7-0 in favor) Correspondence/Attachments None Appearance of Fairness None Public Comment (for any non-Agenda items) None Old Business Motions/Recommendation/Action A. HPC18-009, Jefferson St. sidewalk Asst. City Engineer Sam Harper presented Public Works revisions to the sidewalk project. Changes are needed to correct non-compliant grade issues at the top of the stairs and add Options for Plaza atop Haller Fountain steps safety railing. 2 Options were presented as shown in the application: Public comment was given that supported the need for more safety railing and a preference for downward facing lighting. HPC recommended approval (7-0) of Option 1 (construction of a concrete bench) with downward facing seat lights. All added railing to meet current code while retaining historic fabric. New Business Motions/Recommendation/Action A. HPC19-035, O’Yummy Frozen Yogurt Applicant and business owner Jon Vance represented his application for new signage at 213 he new signage would install a 2-sided projecting New projecting and sandwich board signs Taylor St., in the Mt. Baker Block Bldg. T sign over the business entry and a sandwich board sign at the SW corner of Water and Taylor Streets. Both signs propose use of colors and fonts that deviate from the City’s adopted historic Topic Motions/Recommendation/Action HPC19-035 (cont.) preservation guidelines. The application includes a preferred color and font scheme (bright pink and bright light blue) along with two (2) alternative color options. Staff advised the lone alternative font proposed within the business name (O’Yummy) was an acceptable deviation as a logo. Staff also highlighted the adopted Sign guideline provision which only allows for the use of bright colors “sparingly.” After hearing from the applicant and staff, and following review of relevant design guidelines and deliberation, the HPC recommended unanimous approval (7-0) that both signs use the color option presented which conforms with the adopted color palette (Alternative #3 in the submitted application). B. HPC19-034, 1228 Jefferson St. Architect Mark Seder, together with owners Eric and Sue Seder, represented their Phased rehab of a Secondary home embers of the public application for a next phase of rehabilitation to 1228 Jefferson St. M were in attendance who, in general, spoke in support of the application HPC recommended unanimous approval (7-0) of the schematic design subject to conditions. Specifically, HPC asked that revisions be made in two (2) areas of the front façade design and that those undergo further review & recommendation by an HPC sub-committee (C. Britton & C. Comerford were appointed). The 2 front façade elements needing revision are: a.A more sympathetic window selection and treatment is needed overall but particularly for the wall segment immediately west of the planned front porch. The revised window treatment should reflect those traditionally found on existing historic homes nearby (e.g. use of paired single or double hung assemblies in place of the fixed, assemblies shown); and, The new upper porch door arrangement warrants similar revisions (including b. simplifying and/or reducing the openings) to reflect those traditionally found on existing historic homes nearby. C. HPC19-036, 835 Harrison St. Owners Leslie Toussaint and Jim Olney represented their application to rehabilitate the home. he project was eligible for a “staff-only” review; however, as removal of a brick Phased rehab of a Secondary home T chimney (1 of 2 chimneys at the home) is proposed and because a subsequent Special Valuation request is anticipated, staff elected to seek HPC’s recommendation. Topic Motions/Recommendation/Action HPC19-036 (cont.) Based on a property survey, no historic residential departures are needed to complete the project. Staff indicated support for the request as it is consistent with applicable guidelines (i.e. the Secretary’s Standards and local standards for Secondary homes). After hearing from the applicant and staff, HPC recommended unanimous approval (7- 0) while strongly encouraging the Applicants to explore means and/or methods that would retain the single chimney proposed for removal.
