RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND ENCOURAGING THE CITY MANAGER TO
CONTINUE THE PROMOTION AND NURTURING OF A
REGULATORY ENVIRONMENT WHICH SUPPORTS HOUSING
OPPORTUNITIES FOR POTENTIAL HOMEOWNERS IN LOW
AND MIDDLE-INCOME RANGES
The City Council of the City of Port Townsend, Washington resolves as follows:
WHEREAS, the Port Townsend City Council recognizes a cornerstone of
healthy, sustainable communities is the community's ability to provide an adequate
supply of housing for residents of all income groups, including sufficient housing
affordable to low and moderate income groups; and
WHEREAS, recognizing that housing will in general be addressed through
market forces and the private sector, the Council recognizes and encourages, as outlined
in the city's comprehensive plan, city government's role in facilitating and fostering
actions intended to enhance the development and availability of housing in general and
affordable/low income housing in particular; and
WHEREAS, the Community Development Committee met on November 1,2001
and recommends that the City Council adopt the following policy statement
acknowledging and supporting city staff and employees as active agents and partners in
facilitating low income and affordable housing; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of
Port Townsend
In recognition that the implementation and administration of development regulations and
guidelines are essential and pivotal components of any community's affordable housing
strategy, the Port Townsend City Council encourages the City Manager to continue the
promotion and nurturing of a regulatory environment with strategies and actions which
support ongoing housing opportunities for potential homeowners in low and middle-income
ranges, with the following Mission Statements/Policies and Definitions for staff guidelines:
Mission/Policy Statements:
To facilitate compliance with the City of Port Townsend codes and regulations.
To advocate development through the issuance of permits for the citizens of Port
Townsend.

Definitions:
"Facilitate" - to make easy or easier
"Advocate" - one who pleads for another's cause or in support of something
"Development" -to make fuller, better, bigger, to show or work out by degrees, to enlarge
"Permit" - to allow; consent to; to authorize; to give opportunity.
ADOPTED by the City Council of the City of Port Townsend and signed by the
