HomeMy WebLinkAbout022519 Joint Workshop CITY OF PORT TOWNSEND MINUTES OF THE JOINT CITY COUNCIL AND PLANNING COMMISSION SPECIAL WORKSHOP OF FEBRUARY 25, 2019 CALL TO ORDER The Port Townsend City Council met in special workshop session with the Planning Commission on the 25th day of February 2019 in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson. Staff members present were City Manager David Timmons, Special Projects Employee Belinda Graham, Development Services Director Lance Bailey, and City Clerk Joanna Sanders. Planning Commission members present were: Bob Doyle, Rick Jahnke, James Lagergren, Monica Mick-Hager, Aislinn Palmer, Paul Rice, and Lois Stanford. DISCUSSION ITEMS Rainier Street and Upper Sims Way Subarea Plan — Review plan and schedule for adoption Development Services Director Lance Bailey led the staff presentation reviewing objectives, vision, guiding principles, the five districts and land use focus areas, and map of the districts in the preferred alternative. In working with consultant AHBL, he noted there was some background on other plans leading to the preferred alternative. City Manager David Timmons provided background on the planning and prior development along Sims Way and Rainier corridor. Mr. Bailey then reviewed and fielded questions and discussion about zoning and potential development allowed in those zones. There was some clarification that the Opportunity Zones areas are south of Discovery Road. He reiterated that with this overlay the City would be allowing but not requiring mixed use. Regarding the subarea adoption process, Mr. Bailey clarified that a comprehensive plan amendment is necessary to change zoning, but can be done outside the comprehensive plan amendment process. There was discussion of the timeline and other housing opportunities. Also discussed were the pros and cons of moving forward with this concept. There was a desire to allow a range of flexible development City Council and Planning Commission Joint Workshop February 25, 2019 Page 1 of 2 options with design and development incentives that support the highest and best use for mixed-use development opportunities. Mr. Timmons suggested Council get a briefing on commercial lending. Options might include a community development authority arrangement for capital financing with the City as a partner in the cost of infrastructure. Another suggestion was to design a request for proposal for developers. A conceptual model might be used to spark interest.
