MINUTES OF THE CITY COUNCIL SPECIAL BUSINESS MEETING OF JULY 22,
2019
CALL TO ORDER/PLEDGE OF ALLEGIANCE
The Port Townsend City Council met in special session on the 22nd day of July 2019
in the Council Chambers at 540 Water Street. Mayor Deborah Stinson called the
meeting to order at 5:00 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray,
Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson.
Staff members present were Interim City Manager Nora Mitchell, City Attorney Heidi
Greenwood, and Deputy City Clerk Haylie Clement.
NEW BUSINESS
Resolution 19-067 Authorizing and Directing the Mayor to Execute an
Employment Agreement with John Mauro to Serve as the City Manager for the
City of Port Townsend
Mayor Stinson provided a summary of the recruitment process followed by an
outline of the contract terms. It was noted that the sick leave bank was increased
from the original perimeters set by Council. Council discussed where the contract
lands in relation to those perimeters, specifically in regards to the salary. Interim
City Manager Nora Mitchell and Mayor Stinson provided details on the negotiation
process in response to clarifying questions from Council.
Public Comment:
Mayor Stinson read into the record, written public comment submitted by Pam
Petranek recommending restrictions to the severance package and encouraging a
public process during performance reviews.
Owen Rowe spoke in favor of the candidate and made comparisons to the City
Manager salary with the salary of City Council.
Motion: David Faber moved to approve Resolution 19-067 Authorizing and
Directing the Mayor to Execute an Employment Agreement with John Mauro to
Serve as the City Manager for the City of Port Townsend Amy Howard seconded.
Vote: motion carried, 6-1 by voice vote, Robert Gray opposed.
