MINUTES OF THE CITY COUNCIL SPECIAL BUSINESS MEETING OF JUNE 19,
2019
CALL TO ORDER/PLEDGE OF ALLEGIANCE
The Port Townsend City Council met in special session on the 19th day of June 2019
in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting
to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray,
Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson.
Staff members present were Finance and Administratve Services Director Nora
Mitchell, City Attorney Heidi Greenwood, and City Clerk Joanna Sanders.
CLOSED SESSION PURSUANT TO RCW 42.30.140(4)(B) PLANNING OR
ADOPTING THE STRATEGY OR POSITION FOR PROFESSIONAL NEGOTIATIONS
At 6:31 p.m. Council went into closed session for 30 minutes with expected action to
follow.
At 7:00 p.m., the Council came back into open session.
NEW BUSINESS
Authorization to Negotiate Contract Terms with City Manager Candidate
Finance and Administrative Services Director Nora Mitchell briefed Council on
the draft city manager contract with the employment terms and conditions. She
noted a salary range was previously adopted by Council and Council would need to
consider the candidate's requirements.
Motion: David Faber moved to approve authorizing Mayor Deborah Stinson to
negotiate contract terms with preferred candidate for City Manager with the support
of the Recruiter, Finance Director and City Attorney. Michelle Sandoval seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
EXECUTIVE SESSION PURSUANT TO RCW 42.30.110(1)(D) QUALIFICATIONS OF
AN APPLICANT FOR PUBLIC EMPLOYMENT
At 7:04 p.m. Council recessed into executive session for approximately 60 minutes
with potential action to follow.

At 8:04 p.m., the Council came back into open session.
NEW BUSINESS (CONTINUED)
City Manager Preferred Candidate Selection
Ms. Mitchell reported on the process to date including work by the Community Task
Force and engaging the executive recruiter of Peckham and McKenny. The
advertising produced 52 applicants and the recruiter compared applications
against the desired qualifications and conducted phone interviews. Six candidates
were selected to interview and two declined going forward for interviews. Four
candidates were invited for interviews, candidates were all invited (as directed) by
Council, second interviews were held with the panel, tour, and a community meet
and greet was conducted before the meeting with Council today.
Phil McKenney reviewed the four finalist candidates were Victoria Brazitis, Keith
Campbell, John Mauro, and Rick Sepler. Ms. Stinson noted Community Task Force
member Catharine Robinson and Executive Recruit McKenney participated in the
Executive session to debrief Council on the panel and community input.
During Council deliberation, there were expressions of support about the four
outstanding candidates and appreciation for the efforts by the selection
team. Council shared their comments about and preference for candidate John
Mauro.
Motion: David Faber moved to approve selecting John Mauro as preferred
candidate for City Manager. Pamela Adams seconded.
Vote: motion carried unanimously, 7-0 by voice vote.

There being no further business, the meeting adjourned at 8:29 p.m.
