HomeMy WebLinkAbout100218 Minutes HISTORIC PRESERVATION COMMITTEE REGULAR MEETING MINUTES Date: Time:Location: October 2, 2018 3:00 pm City Hall, Third Floor Conference Room Members Present: Richard Berg (Vice Chair), Cate Comerford, Kathleen Croston, Craig Britton, Don Schussler, Members Absent:Staff Present: Charles Paul (Chair), George Randels Senior Planner John McDonagh Parks and Facilities Director Alex Wisniewski Topic Motions/Recommendation/Action Approval of Minutes The minutes of August 7, 2018 were amended to indicate the meeting held was a “Regular” – not “Special” – meeting. As amended, the minutes were unanimously approved (5-0). Approval of the Agenda The Agenda for Oct. 2, 2018 was amended to include under “Announcements” a staff update on a JCHS grant request to the Washington Trust and to recap the Effective Meetings workshop held Sept. 24. As amended, the Agenda was approved unanimously (5-0). LUP18-032, City of Port Townsend flag pole – HPC was not asked to make a recommendation but to provide comments on either Pre-Application discussion regarding installation location and the project overall. of a flag pole at City Hall using 1 of 2 proposed locations. HPC members unanimously felt a flag pole was most appropriate for City Hall on the building’s north side with the pole height kept below the building’s parapet (38’6”). Several HPC members suggested it was appropriate to place the pole off-center in the grass area, closer to Madison St. Members and staff also encouraged the applicant to explore whether rigging from inside the building could be devised to allow for the existing projecting flag to be made half-staff (or to have the alternative black ribbon display added). Additional information not included with the application but that would be reviewed once design moved forward include: How lighting for nighttime display will be accomplished and the extent of foundation work needed to support the pole. Comments also asked that coordination for half-mast flag display(s) at other City- maintained facilities (e.g. the library) be consistent with the City Hall flag pole.
