RESOLUTION NO. 19-063
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING CERTAIN PETTY CASH FUNDS ESTABLISHED
FOR TRANSACTING CITY BUSINESS.
WHEREAS, the City Council acknowledges petty cash funds include change funds,
working funds, revolving, stamp funds, etc. These funds are set aside for facilitating such
specific purposes as minor disbursements, making change and similar uses. When revolving
funds are disbursed, they are restored to the authorized balance by a warrant drawn and charged
to applicable funds; and
WHEREAS, in accordance with Washington State Auditor accounting interpretations as
specified in the Budgeting, Accounting, Reporting and System Manal (BARS Manual), Section
3.8.8 "Imprest, Petty Cash and Other Revolving Funds", the City may establish and operate petty
cash funds to transact city business in accordance with those interpretations, and
WHEREAS, the City Council acknowledges that as business operating needs change, the
need and amount held in petty cash funds change, and the Finance and Administrative Services
Director should develop and carry out the administration, operating procedures, internal controls
and auditing of such funds, and
WHEREAS, each petty cash fund established will be accounted for separately and shall
not exceed $500 unless otherwise approved by City Council in a separate Resolution; and
WHEREAS, as outlined in BARS Manual, Section 3.8.9.10, Confidential Funds (Drug
Buy Money, Investigative Funds), may exceed the $500 limit, but are allocated only to law
enforcement undercover operations and held in a secure location at the Police Department
subject to law enforcement access and administration only.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend to authorize certain petty cash funds, as administered by the Finance and
Administrative Services Director, for transacting city business. This resolution supersedes
Resolution 09-014 adopted April 6, 2009.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 15"' day of July 2019.
