HomeMy WebLinkAbout052819 PRTAB MinutesParks, Recreation & Trees Advisory Board Meeting Minutes Date: 5/28/19 Time: 4:30 p.m. Location: City Hall First Floor Conference Room Members Present: Debbie Jahnke, Daniel Greholver, Brenda McMillan, Ed Robeau, Jim Todd, Paul Schutt Staff Present: Debbie Reid – Parks, Recreation & Community Services Administrative Support Specialist, David Faber, City Council Deputy Mayor and PTRAB Council Liaison Staff Excused: Parks, Recreation and Community Services Director, Alex Wisniewski Topic Motions/Recommendation/Action Approval of Agenda: The agenda was unanimously approved with three items of new business to be postponed until Alex’s return Approval of Minutes: The minutes of April 23, 2019 were unanimously approved. Public Comment: Margaret Lee shared her concerns about the Kearny Street end beach access due to a log across the washout that makes it difficult to cross. Board suggested that it might be a public works issue rather than Parks. An offer was made to email Greg Lanning for assistance. Board also offered to take a chainsaw and make a cut in the log to provide passage. Special Presentation: Sean Koomen, an instructor at the Northwest School of Wooden Boat Building, and a parent of young children, presented a PowerPoint about community funded and built “dream playgrounds” and the possibility/interest in having one here in Port Townsend. He shared information about the “Playgrounds by Leathers” group who works with community groups in design and development and on through the build process. Asked for Board and community consideration as to feasibility and possible locations in Port Townsend. Board and Deputy Mayor made suggestions as to other potential partners to contact: The School Superintendent, the Executive Director at Fort Worden. Parks, Recreation, and Open Space Functional Plan (OSFP) update: The Board discussed Section 2 of the existing plan. Updates to Section 3 were recommended. In process of review, and in light of new staff for the Parks, Recreation and Community Services Department, Board suggested that a connection now be made with Parks Volunteers and that paperwork be updated annually. Other edits for section 3 were identified throughout the chapter. Deputy Mayor Faber will confirm this new position with Council Dog Park Rules & Leash Law Communication: Postponed in absence of Director Wisniewski until June meeting To discuss June 25, 2019 Board asked that Alex email any documentation that has been completed for their review ahead of next meeting Recreation and Maintenance Update: Postponed in absence of Director Wisniewski until June meeting To discuss June 25, 2019 Mountain View Pool Fees: Postponed in absence of Director Wisniewski until June meeting To discuss June 25, 2019 Next Meeting: June 25, 2019 Board and Public Comment: Council approved the letter that was taken to PUD to join tree line. Proposed July Agenda item: Presentation on “Parks as a Food Forest” The meeting was adjourned at 5:59 pm
