RESOLUTION NO. 19-059
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, APPOINTING AUTHORIZED SIGNATURE AUTHORITY FOR
PUBLIC DEPOSITORY AND WITHDRAWAL BANKING SERIVCES FOR THE CITY
OF PORT TOWNSEND, WASHINGTON
WHEREAS, RCW 35A.40.020 allows the City Council to designate the City officers
authorized to sign City checks;
WHEREAS, When the City experiences a change in staff related to current authorized
signers for checks, warrants, ACH transactions, WIRE transfers and other payment vouchers, the
City's bank requires a resolution to update authorized signatories; and
WHEREAS, The City Manager, City Clerk, Finance and Administrative Services
Director and Finance Manager are the authorized signatories for the City of Port Townsend
banking services and financial services; and
WHEREAS, City Manager, David Timmons, is scheduled to transition from
employment with the City of Port Townsend effective June 30, 2019 after 20 years of
distinguished service to the City.
WHEREAS, During the transition process of employing a new City Manager, the City
Council agrees that it is critical for operations, to have at least four authorized signatories on the
City's financial institution depository accounts.
WHEREAS, staff recommends removing signature authority for the outgoing City
Manager, David Timmons, effective June 30, 2019 for all depository and withdrawal
transactions; and
WHEREAS, staff recommends adding the Public Works Director, as an authorized
signatory to the City of Port Townsend's banking and financial institution depository accounts,
including but not limited to US Bank, and Kitsap Bank.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. David Timmons will be removed as an authorized signer on the City of Port
Townsend's financial institution depository accounts.
2. The authorized signers on the City of Port Townsend's financial institution depository
accounts will be the City Manager, the City Finance and Administrative Services Director, the
City Finance Manager, the City Public Works director, and the City Clerk.
