RESOLUTION NO. 19-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING AND DIRECTING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT WITH MCS COUNSELING GROUP
LLC FOR A POLICE DEPARTMENT NAVIGATOR
WHEREAS, Jefferson County Mental Health and Substance Abuse Advisory Committee
recommended that MCS Counseling Group LLC receive a grant from the one percent sales tax
collected for mental health and substance abuse programs, so that MCS Counseling Group LLC
could provide the Port Townsend Police Department with police navigator services; and
WHEREAS, the Jefferson County Board of Commissioners approved the grant which
allowed MCS Counseling Group LLC to provide a part-time navigator to assist the Port
Townsend Police Department; and,
WHEREAS, MCS Counseling Group LLC's part-time navigator began service in April
2019, with great success in connecting the residents of Port Townsend who struggle with mental
health, substance abuse, and homelessness with required and beneficial services; and
WHEREAS, due to state budgeting priorities, police departments increasingly find
themselves on the front-lines in providing services to Washington State residents who struggle
with mental health, substance abuse, and homelessness; and
WHEREAS, the City of Port Townsend Police Department has modeled the navigator
program on several successful programs across the state;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Manager is directed to negotiate and execute an agreement with MCS
Counseling Group LLC to provide a full-time navigator for $45,276.98.
ADOPTED by the City Council of the City of Port Townsend at a special meeting
thereof, held this 10th day of June 2019.
