HomeMy WebLinkAbout02-023RESOLUTION NO. 02-023 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING THE CITY MANAGER TO TAKE THE NECESSARY STEPS TO APPLY FOR AND OBTAIN DEPARTMENT OF ECOLOGY (DOE) APPROVAL OF A 34 ACRE-FEET/YEAR WATER RIGHT TO IRRIGATE THE GOLF COURSE WHEREAS, the City owns the Port Townsend Golf Course and leases it to a second party to operate; and WHEREAS, the lease agreement calls for the City to provide water to the golf course for irrigation purposes; and WHEREAS, this water comes from the City's regular surface water system that supports the entire city; and WHEREAS, demand for water use at the golf course peaks in August - October, the same time frame that the City is forced to reduce or curtail surface water use to maintain minimum in-stream flows on the Big Quilcene River; and WHEREAS, the City could use untreated ground water (wells) to irrigate the golf course thus reducing the demand for surface water during the most critical time of the year; and WHEREAS, the use of ground water requires an approved Department of Ecology water right and the approval process can take many years to complete; and WHEREAS, the City Council must authorize any agreements entered into by the City, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend that the City Manager is authorized to take the necessary steps to apply for and obtain DOE approval of a 34 acre-feet/year (approximately 11 million gallons/year) water right to irrigate the golf course.
