HomeMy WebLinkAbout032619 PRTAB Minutes PARKS, RECREATION & TREE ADVISORY BOARD MEETING MINUTES Date: 3/26/2019 Time: 4:30 p.m. Location: City Hall First Floor Conference Room Members Present: Debbie Jahnke (Interim Chair), Daniel Greholver, Brenda McMillan, Ed Robeau, Jim Todd Members Excused: Paul Schutt Members Absent: Paul Schutt Staff Present: Alex Wisniewski, Parks, Recreation and Community Services Director; Heidi Greenwood, City Attorney; David Faber, City Council Deputy Mayor and PRTAB Council liaison Topic Motions/Recommendation/Action Approval of Agenda: The agenda was unanimously approved. Approval of Minutes: The minutes of February 26, 2019 were unanimously approved. Public Comment: Fayette Krause commented on the need for leash law signage in beach areas and provided documents of his research. OPMA Refresher: City Attorney Heidi Greenwood provided a refresher of OPMA and ethics for board members. None, presentation only. CHIP (Community Health Improvement Plan) Presentation: John Nowak and Lori Flemming presented CHIP's goals and discussed how health outcomes interface with the importance of outdoor recreation and access to parks. Board noted that the CHIP Plan could be referenced in several area of the Parks Plan update and early CHIP- related data are in the current plan. Dahlia Park Name Change Update: Tim O'Neil of Master Gardeners attended with two Master Gardener members, Shirley Williams and Honey Niemann, and provided updates to their name change proposal for Dahlia Park including a history of the park so as not to lose the contributions of early efforts and proponents such as Art Tichner and Herb Heinle Board discussed the need for Master Gardeners to provide a detailed nomination that included explicit information about the nominee's 'outstanding civic service to the city, community, or city government' as per Municipal Code 2.85, since Board members and the general public may be unfamiliar with that service. The Board unanimously agreed to postpone a decision on recommendation until all materials were provided. Dog Park at Mountain View update: Alex Wisniewski provided an update on the plans for a dog park at Mountain View. Council has now accepted the donation for fencing and gates. None, information only. Recreation and Maintenance Update: The written Director’s update was provided to the Board with the agenda in advance of the meeting. No questions were generated. None, information only. 2019 Department Work Plan: Alex Wisniewski presented the annual work plans for the parks, pool, and administration divisions. Parks, Recreation, and Open Space Functional Plan update: The Board discussed Section I of the existing Functional Plan. The Board contributed comments, corrections and updates to Section I. Next Meeting: May 28, 2016. Board and Public Comment: The Board clarified that leash law signage was not currently in this year's work plan so Council would have to task the Board to take up the issue. David Faber indicated that the item was already in City Council’s inbox and would be discussing the matter soon. The meeting adjourned at 6:07 p.m.
