HomeMy WebLinkAbout19-044 Allocating Additional Funding for the Mountain View Project and Authorizing the City Manager to Execute Contract Change Orders Within the Approved Budget Resolution 19-044 Page 1 of 2 RESOLUTION NO. 19-044 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, ALLOCATING ADDITIONAL FUNDING FOR THE MOUNTAIN VIEW PROJECT AND AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT CHANGE ORDERS WITHIN THE APPROVED BUDGET WHEREAS, in June 2014, the City Council approved leasing the Mountain View complex from the Port Townsend School District for a 15-year period; and WHEREAS, in February 2015, residents of Port Townsend passed a $3.6 million bond to make improvements to Mountain View Commons; and WHEREAS, in 2015, the City received a Community Development Block Grant in the amount of$415,150 for facility improvements to the Food Bank and Working Image (now known as New Image) areas; and WHEREAS, the City made initial energy and HVAC improvements, classroom building roof replacement, and other repairs to the Mountain View facility; and WHEREAS, in October 2015, the City contracted with Rolluda Architects to conduct a Mountain View space allocation study, which was completed in March 2016 and identified new locations for various tenants; and WHEREAS, by Resolution 16-017, the City Council adopted the April 2016 Mountain View Space Allocation Study and authorized the City Manager to sign those documents necessary to implement the study conclusions within the approved budget; and WHEREAS, the City Council must authorize the City Manager to award and sign professional services and construction contracts; and WHEREAS, since 2016, City staff have worked with project architects to prepare design documents and to bid and award the project and have managed and overseen the construction activities; and WHEREAS, unforeseen changes to the project plans have occurred, including the need to remove lead exterior paint and to upgrade the fire detection system to current codes, which changes will have caused the project to go over budget by approximately $35,000; and WHEREAS, the remaining outstanding work on the fire detection system is essential to the function of the facility; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend to allocate additional funding for the Mountain View project in an amount not to exceed $40,000 and to authorize the City Manager to execute the necessary documents, including change orders, to complete the work in a total amount not to exceed $40,000.
