RESOLUTION NO. 19-041
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO SIGN ALL
PERMITTING AND DESIGN CONTRACTS FOR THE SEWER OUTFALL PROJECT
WITHIN THE AVAILABLE BUDGET.
WHEREAS,the purpose of the Sewer Outfall Project is to replace the off-shore outfall
constructed in the 1950s and extended in the 1960s with a new outfall and diffuser; and
WHEREAS, the Sewer Outfall Project started in 2007, when the City completed a
consultant selection process and chose Jacobs Engineers (formerly CH2MHill) as the design
consultant for the project; and
WHEREAS, other priorities delayed the Sewer Outfall Project; and
WHEREAS,the City's National Pollutant Discharge Elimination System permit for the
wastewater treatment plant requires the City to replace the current sewer outfall; and
WHEREAS,the City has been awarded a Department of Ecology Water Quality grant
and loan for predesign and permitting in the total amount of$408,000; and
WHEREAS, the City's wastewater system development charges provide additional
funding for predesign and permitting;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is authorized to sign all permitting and pre-design contracts for
the Sewer Outfall Project within the available budget.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 6th day of May 2019.
