HomeMy WebLinkAbout012219 PRTAB Minutes PARKS, RECREATION & TREE ADVISORY BOARD MEETING MINUTES Date: January 22, 2019 Time: 4:30 p.m. Location: City Hall First Floor Conference Room Members Present: Debbie Jahnke, Roarke Jennings (Chair), Brenda McMillan, Ed Robeau, Jim Todd Members Excused: Paul Schutt, Daniel Greholver Staff Present: Parks, Recreation and Community Services Director Alex Wisniewski; Deputy City Clerk Haylie Clement Topic Motions/Recommendation/Action Approval of Agenda The following modifications were made to the agenda: New Business item B. Landmark Tree Nomination Process was moved above Old Business, New Business item E 2019 Department Work Plan was postponed, and Roarke Jenning’s Departure was added to the agenda under New Business. Approval of Minutes The Minutes of November 27, 2018 were unanimously approved with a correction to the attendance. Public Comment: Monica MickHager commented on a vacant property listed for sale and the potential for a City park. Landmark Tree Nomination Process: Alex Wisniewski presented on the nomination process and distributed a memorandum from Public Works Director Greg Lanning which provides guidance for submitting a nomination letter. Chris Longridge and Carol Burch presented on a nomination recently submitted. There was unanimous approval to recommend the Scots Pine, pinus sylvestris near Monroe and Cosgrove Street for landmark tree status. Gateway Park Landmark Tree Nomination: Debbie Jahnke provided information on a Slash Pine for consideration at a future meeting. There was unanimous approval to recommend designating the Gateway Park Tree as a landmark tree. Tree Line USA – Draft Letter to PUD: A draft letter to PUD was distributed along with a track changes version showing staff edits. There was consensus to forward the draft letter to the City Manager for review and follow-up action. Roarke Jenning’s Departure: Roarke Jennings announced to the group that he was stepping away from his position on the Board. The group discussed options for chairing the meetings with the loss of the current chairperson. There was agreement that Debbie Jahnke as vice chairperson would chair the meetings until elections in May. Recreation and Maintenance Update: The Director’s Update was discussed along with an article in the Leader featuring the REDfins. Dog Park at Mountain View: Alex Wisniewski led the discussion on a recent donation towards the proposed dog park at Mountain View. The donation would pay for the installation of a perimeter fence. Staff requested a recommendation from the Board before taking the matter to City Council. There were concerns about the location of the proposed dog park. Alternative locations were discussed. There was unanimous approval to make a recommendation to City Council for acceptance of the donation and to construct a dog park at Mountain View. Mission, Vision, Values: Alex Wisniewski reported on a recent Parks, Recreation and Community Services Department retreat. The purpose of the retreat was to create a mission, vision and values for the new department. The board was asked to review the results of the retreat and to provide input. 2019 PRTAB Work Plan: Alex Wisniewski proposed adding the review and update to the Parks, Recreation and Open Space Functional Plan as a work plan item to avoid becoming ineligible for grants if the plan were to expire. There was general agreement to recommend adding an update of the Parks, Recreation and Open Space Functional Plan to the Board’s Work Plan. Board Comment: Debbie Jahnke commented on an agenda item scheduled for discussion at the January 22nd City Council Meeting which proposed changes to the structure of the Parks Board and Non-Motorized Board. The Board unanimously agreed for Debbie Jahnke to speak on behalf of the Board at the January 22nd City Council Meeting. Next Meeting: The next regular meeting will be on February 26, 2019. The meeting adjourned at 5:57 p.m.
