HomeMy WebLinkAbout19-015 Amending Exhibit E to the City Council Rules of Procedure Resolution 19-015 RESOLUTION NO. 19-015 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AMENDING EXHIBIT E TO THE CITY COUNCIL RULES OF PROCEDURE WHEREAS, the Port Townsend City Council Committee on Committees reviewed the City Council Rules of Procedure concerning committees, boards, and tasks forces; and, WHEREAS, the Council Committee on Committees determined that City committees should be realigned and modified to create fewer standing committees and to use ad hoc committees when need arises; and, WHEREAS, City administration and staff have reviewed the proposed committees, considering Council-adopted priorities as well as current and projected staff and financial resources, and recommend that the proposed changes be approved subject to available staff time and other financial resources; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend, Washington, to approve the amended Exhibit E to the City Council Rules of Procedure as attached to this Resolution as Exhibit A. The Council shall form a standing Transportation Committee when needed. Other committees may be formed by resolution as ad hoc committees when needed. Any ad hoc committees shall be created by Council a resolution that will define the purpose and role of each committee. Ad hoc committees will cease meeting once the committee has completed their assigned tasks. The committees are created to support the Council in review of complex issues and provide a means to facilitate public policy formation. The committees are also assigned as the Council's liaison with citizen-based committee activities. The committees are not intended to supplant the Council's role. The Council assigns agenda items to the committees. A regular meeting schedule will be determined by each committee and reported to the Clerk for purposes of public notice and inclusion in the Meetings Update, the City web site and elsewhere as appropriate. FINANCE AND BUDGET COMMITTEE Mission Statement: The committee is entrusted with the responsibility of advising and making recommendations in regard to the formulation of City Council policy with respect to matters relating to the City's finances, including the budget, rates and fees, risk management, interlocal agreements, and grants. In addition, the committee, with the consent of the City Council, may create such subcommittees as it may deem necessary or expedient to expand public process and participation. The Committee may recommend such Task Force or Ad Hoc Committee as it may deem necessary, as opposed to creating such subcommittees. DOUSING COMMITTEE Mission Statement: The committee is entrusted with the responsibility of advising and making recommendations in Resolution 19-015 Exhibit A Page 2 of 2 regard to the formation of City Council policy with respect to matters relating to the City's housing, including attracting development,providing affordable work-force housing, and interlocal agreements and grants. In addition, the committee, with the consent of the City Council, may create such subcommittees as it may deem necessary or expedient to expand public process and participation. The Committee may recommend such Task Force or Ad Hoc Committee as it may deem necessary, as opposed to creating such subcommittees. RULES COMMITTEE The committee is entrusted with the responsibility of advising and making recommendations in regard to the formation of City Council policy with respect to matters relating to the City Council's rules, policies, and procedures, including the formation of permanent and ad hoc committees and citizen advisory boards. In addition, the committee, with the consent of the City Council, may create such subcommittees as it may deem necessary or expedient to expand public process and participation. The Committee may recommend such Task Force or Ad Hoc Committee as it may deem necessary, as opposed to creating such subcommittees. TRANSPORATION COMMITTEE The committee is entrusted with the responsibility of advising and making recommendations in regard to the formation of City Council policy with respect to matters relating to the City's transportation needs, including the acquisition, construction, and maintenance of City streets, sidewalks, and rights of way. In addition, the committee, with the consent of the City Council, may create such subcommittees as it may deem necessary or expedient to expand public process and participation. The Committee may recommend such Task Force or Ad Hoc Committee as it may deem necessary, as opposed to creating such subcommittees.
