HomeMy WebLinkAbout120418 Minutes HISTORIC PRESERVATION COMMITTEE REGULAR MEETING MINUTES Date: Time:Location: Dec. 4, 2018 3:00 pm City Hall, Third Floor Conference Room Members Present: Charles Paul (Chair), George Randels, Richard Berg (Vice Chair), Cate Comerford, Kathleen Croston, Don Schussler, Craig Britton Members Absent:Staff Present: Senior Planner John McDonagh Topic Motions/Recommendation/Action Approval of Minutes The minutes of Nov. 6, 2018 were approved (6-0-1) (C. Britton abstained). Approval of the Agenda The Agenda for Dec. 4 accepted unanimously (7-0)) as presented HPC18-038, C.F. Clapp Building – Continued Rick Hiner and Brandon Burmeister of RHA presented the proposal. Review focus at review of building rehab. this meeting was on securing HPC recommendations for: 1. Rooftop mechanical equipment screening; 2. Revised Annex and refuse/recycling enclosure detailing; 3. Material and color selection for interstitial spaces between paired windows on Clapp Bldg. west façade; 4. Revisions to the materials used in the sliding fence & gate facing Adams St; and, 5. Revision to the site fencing and recessed space lying between the Annex and the Refuse/Recycling enclosure. Concepts for a taller Waterwalk fence with clear splash guard to further separate public & private on-site spaces were introduced but a formal HPC recommendation on the materials presented was not sought. On each of the above items, HPC’s recommendations are as follows: 1.a. Wood screening of Annex rooftop mechanical should be retained and approved using material that matches the sample presented. The screening should extend to the top of the lower ledger band (Vote of 5 yea, 1 nay, 1 abstained); 2.a. The proposed detailing of the Annex & refuse/recycling enclosure be approved as presented (7-0 in favor); 3.a The proposed use of pre-finished metal cladding in-between windows on the west façade be approved as presented (7-0 in favor); 4.a Revisions to the sliding entry gate materials be approved as presented (7-0 in favor); Topic Motions/Recommendation/Action HPC18-038, C.F. Clapp Building (cont.) 5.a Revisions to the space between the Annex and the refuse/recycling enclosure to use metal (in lieu of wood) fencing with a gate that matches metal fencing approved for use elsewhere on the site (7-0 in favor). While no formal recommendation was made, comments on the Waterwalk fence and splash guard were generally supportive; however, the applicant was directed to examine and detail how the transition between the lower sliding gate/fence along Adams St. (42” tall) and the proposed Waterwalk splash fence (60” tall). Additional review & recommendation on the Waterwalk fence & splash guard is deferred to a subsequent meeting when additional details can be provided. Also, details on all exterior light fixtures for the project will be submitted for HPC review & recommendation. Announcements: R. Berg, of Terrapin Architecture, updated HPC and interested public in attendance on the original rocks found for the Carnegie Library/Pink House, which are all being incorporated into the finished retaining wall. Next Meeting: Jan. 8, 2019 As next regular HPC meeting would occur so close to New Year holiday, HPC agreed to hold Special meeting Jan. 8 in lieu of Jan. 2. Adjourn: The meeting was adjourned at 4:30 p.m.
