RESOLUTION NO. 19-026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT WITH TERRAPIN ARCHITECTURE, P.C. TO
PROVIDE PROJECT MANAGEMENT ASSISTANCE TO HOMEWARD BOUND
WHEREAS, Homeward Bound is a registered Washington State non-profit corporation
that supports affordable housing for low-income individuals and families; and,
WHEREAS, Homeward Bound is currently rehabilitating a four-unit building as
affordable housing for low-income residents of the City of Port Townsend; and,
WHEREAS,the Washington State Constitution allows for the gift of public funds to
support the poor and infirm; and,
WHEREAS, by Resolution 18-063 the City Council authorized the City to provide
project management services to Homeward Bound; and,
WHEREAS, City staff recommends employing Terrapin Architecture, P.C. to assist with
construction oversight; and,
WHEREAS, it is in the City and the public's interest to ensure the successful completion
of the Homeward Bound building project; and,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is authorized negotiate and execute an agreement with Terrapin
Architecture, P.C. to provide project management services to Homeward Bound for six months
to complete the foundation of the four-unit affordable housing building in an amount of
approximately $9000.
ADOPTED by the City Council of the City of Port Townsend at a regular business
meeting thereof, held this 4th day of March 2019.
