RESOLUTION NO. 19-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO SIGN AGREEMENTS
FOR THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION
PEDESTRIAN AND BICYCLE GRANT AND THE WASHINGTON STATE
TRANSPORTATION IMPROVEMENT PROGRAM REGIONAL FUNDS GRANT FOR
DISCOVERY ROAD PROJECT FROM RAINIER STREET TO SHERIDAN STREET
AND TO SIGN ALL CONTRACTS FOR PLANNING, PERMITTING AND DESIGN OF
THE PROJECT.
WHEREAS, the City has been awarded a Washington State Department of
Transportation (WSDOT) Pedestrian and Bicycle grant in a total amount of$1,442,082; and
WHEREAS, the City has been awarded a State Transportation Improvement Program
(STP) Regional Funds grant in the amount of$434,5674 for construction of a sidewalk and two-
way cycle track on Discovery Road from Rainier Street to McClellan Street; and
WHEREAS, the City's total project share for the minimum match, ineligible costs and
City enhancements is expected to be $250,000; and
WHEREAS, this project would connect a new sidewalk and bikeway between the
existing Rainier Street/Discovery Road roundabout to the sidewalk and cycle track construction
for the new Salish Coast Elementary School; and
WHEREAS, the City Council must authorize the City Manager to sign both the WSDOT
and STP grant agreement; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Manager is authorized to sign a project funding agreement with the
Washington State Department of Transportation pedestrian and bicycle grant program to fund, in
part, the Discovery Road sidewalk and bicycle enhancement project.
2. The City Manager is authorized to sign a project funding agreement with the
Washington State Department of Transportation Improvement Regional Funds program to fund,
in part, the Discovery Road sidewalk and bicycle enhancement project.
3. The City Manager is authorized to sign all the contracts for the planning, permitting,
and design of the Discovery Road sidewalk and bicycle enhancement project.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 22nd day of January 2019.
