NON-MOTORIZED TRANSPORTATION ADVISORY BOARD MEETING MINUTES

Approval of Minutes:
The Minutes of September 6 were unanimously
approved.
Public comment:
Walk Your Wheels Municipal Code Section: Sergeant Surber reported on recent
history of sidewalk use, safety issues and regulations related to sandwich boards,
buskers, skateboards, scooters, cyclists, panhandling, dogs, and most recently
segways. He referred to locations where regulations are in effect and signs listing the

Native Connections Action
Group representatives Celeste Dybeck and Lys Burden spoke on the historical biking
and walking trail under development by their organization
T-LAB Update: Richard Dandridge explained the improved working relationship
between TLAB and the City toward the desire on getting ahead of City project planning
cycles. There were questions about Discovery/Rainier roundabout and potential of

adding Sheridan and 19 down to Walker to the Transportation Improvement Plan.
Safety audits (schedule, preliminary staff work, data collection, data
interpretations report):
Laura Parsons briefed the board on what data would be
needed for the trial bike and pedestrian counts. She distributed a flyer and data
collection form for the County’s Sept. 25-27 volunteer event from staff Wendy Clark
Getzin. Their event would tie into the City safety audit. She solicited locations for future
quarterly counts. List included the following: Near bus stop at Quimper Mechantile;
Downtown; intersection at post office; Kearney and Sims; Kearney and Lawrence;

Sheridan and 19; Sheridan and 7; Landes at Kai Tai; and near schools. An invitation
would go to entire board. There was a stated desire for these efforts leading to positive
outcomes. Ms. Parson noted the efforts if done early enough would inform annual
striping.
Bike Master Plan versus Non-Motorized Plan bike chapter update: Richard There was consensus to address two chapters a

all members need to be working from the 2014 Update (see plan cover for this
indication).
NMTAB Work Plan Review and Discussion:
Ms. Parsons distributed the council-
approved work plan.
Trail Work Party Planning – October 20

Walk Your Wheels: Mike Kaill circulated pottery tile made by Darby of
LaughinGnome. Sample cost is $45/each for basic tile. Fundraising may be an option.
During discussion of the durability (freeze/thaw), it was noted that the intent of the tiles
was a safety reminder and that signs with law were needed. There was interest in
inviting Sergeant Surber to discuss further.
City speed data collection efforts:
Ms. Parsons brief the Board on what data could
be collected, including from bicycle data so the city knows when traffic calming and
monitoring should occur. Joe Fin provided a color-coded sample of a new way staff
might want to depict data.
Discuss electric assist bicycles:
Ms. Parson’s noted there are new E-Bike laws.
When considering how this could be incorporated into the NMTP along with scooters, it
was suggested this be addressed holistically and more in depth at a future meeting.
Next Meeting: The next regular meeting will be October 4, 2018.
Public comment: Debbie Jahnke noted the City adopted model Ordinance 2407 and
there are conflicting regulations with the bicycle ordinance. It was suggested this be
included for discussion at a future meeting.
