PARKS, RECREATION & TREE ADVISORY BOARD MEETING MINUTES
Date: October 23, 2018 Time: 4:30 p.m. Location: City Hall First Floor Conference Room

Topic Motions/Recommendation/Action
Approval of Agenda The agenda was accepted without change.
Approval of Minutes: The minutes of September 27, 2018 were unanimously approved.
Public Comment: None.
Arbor Day Report - Proclamation and Event: Roarke Jennings provided an update on the Arbor Day Proclamation at the October 1, 2018 City Council Meeting. Debbie Jahnke provided an update on the 2018 Arbor Day event, describing the trees planted. The Board
discussed options for obtaining more trees in the future as well as more ways of distributing trees to the public with the hope to encourage more public participation. Daniel Greholver recommended reaching out an organization which is conducting the 1 Million Redwoods Project for potential collaboration.
The Board agreed to reach out and get more information about the 1 Million Redwoods Project.
Tree Line USA - Draft letter to PUD: Debbie Jahnke handed out a list
of previous discussions related to PUD communications. The Board
discussed actions for moving forward and planned to invite a PUD Commissioner to a future PRTAB meeting.
Landmark Tree Nomination - Salix babylonica matsudana: The group reviewed the current health and condition of the tree as well as past efforts to preserve the tree. Ideas to improve the health were mentioned along with ways to propagate the tree.
There was unanimous approval to recommend to the City Manager/Public Works Director to formally nominate the Gateway Park Willow Tree (Salix
babylonica matsudana) as a landmark tree and to clone the tree while still in good health for future
planting.
Workplan - Park Use Data Discussion: Debbie Jahnke reported the
on the bicycle and pedestrian count done by the Non-Motorized Transportation Advisory Board, noting that this could be a good way to survey the use of City Parks. The group discussed alternatives such as the use of game/trail cameras.
Jurassic Parliament Report: The Board discussed items learned from the training on Running Effect Meetings.
Work Plan/Parking lot Items: Items on the list were discussed. The use of the words notable and significant were reviewed within the
Municipal Code. It was expressed that removing ambiguity from the
Tree Conservation Code should be added as a future agenda item.
Next Meeting: The next regular meeting will be on November 27, 2018.
