RESOLUTION NO. 18-064
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ADOPTING THE 2019 STATE LEGISLATIVE AGENDA
WHEREAS, the actions of the Washington State Legislature in respect to local government
issues, services, and funding have a profound effect on the City's ability to provide adequate local
services to its citizens; and,
WHEREAS, the Port Townsend City Council believes that it is appropriate to
communicate its position regarding issues affecting the City and local government that may come
before the State Legislature during the 2019 legislative session;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, as follows:
Section 1. The City Council adopts the 2019 Legislative Agenda as set forth at Exhibit A.
Section 2. The City Manager shall transmit a copy of this Resolution to the 24th Legislative
District representatives and to other regional government entities. Additionally, the City
Manager shall continue to work with the other regional government entities to advocate for
regional needs as well as City priorities.

State Legislative Agenda
Port Townsend Specific
❑ Amend RCW 84.09.030 (1), adding subsection e, to set an exception for the August 1
post-annexation certification date
o RCW 84.09.030 (1)(e) The revised boundaries from annexation of an
incorporated city into a fire protection district or regional fire protection service
authority shall be established on the first day of October if the boundaries of the
newly revised fire protection district or regional fire protection service authority
are coterminous with the boundaries of the affected fire and city taxing districts,
as they existed on the first day of August of that year.
o RCW 84.09.030 (1)(e) The boundaries of a fire protection district after annexing a
city or town authorized under RCW 52.04.061 are the established official
boundaries of the district as of the date that the voter-approved proposition
required under RCW 52.04.071 is certified.
❑ Review and address concerns about the Ferry System Long Range Plan
o Targeting "one size fits all" strategy for additions and replacements within the
fleet
o Allowing ample time to plan for electrifying the Port Townsend Ferry Dock due
to challenging terrain and Historic District designation
o Addressing traffic and other impacts of proposed daily summer runs from Port
Townsend to Friday Harbor
❑ Support Jefferson Healthcare and its partners in implementing a permanent Sexual
Assault Nurse Examiner program for Jefferson County residents
Statewide Issues
❑ Support AWC's 2019 City Legislative Priorities:
o Support economic development tools to encourage job creation and economic
growth
o Keep the Public Works Trust Fund in working order
o Invest in affordable housing
o Fund a systems approach to correct fish-blocking culverts
o Provide responsive funding for the Criminal Justice Training Commission (CJTC)
o Address a failing behavioral health system

❑ Address Climate Change
o As proposed in the IPCC 1.5°C Special Report and the 4th National Climate
Assessment
• Implement carbon pricing (carbon tax, cap and trade, etc.) to provide a
financial incentive to reduce fossil fuel use
• Provide funding for adaptation work at the municipal level
w Establish firm goals for Carbon Free Electricity for Washington State
o As proposed by Governor Inslee
■ 100% Clean Electricity, Clean Fuel Standard, and the Clean Buildings
proposals
o Continue to support and expand funding for aggressive wild fire prevention and
response programs
❑ Reconsider the current education funding methodology that introduced unintended
consequences and inequities across districts as described by the Washington School
Directors Association's 2019 Legislative Priorities
❑ Restart the process to enact real tax reform
o Revisit and update the Tax Alternatives for Washington State Final Report, dated
November 2002, to begin process that enacts real tax reform.
o In the meantime, repeal RCW 36.65.030, which prohibits counties and cities from
enacting a tax on net income
❑ Support a change that would allow more than one community college to serve East
Jefferson County and incentivize the existing community college in an area to cooperate
with other higher education programs and institutions
❑ Support the recommendations made by the Southern Resident Orca Task Force as
