MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF DECEMBER 10, 2018
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 10th day of
December 2018 in Council Chambers at 540 Water Street. Mayor Stinson called the
meeting to order at 7:35 p.m.
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray,
Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson.
Staff members present were City Manager David Timmons, Public Works Director
Greg Lanning, City Engineer David Peterson, City Attorney Heidi Greenwood, and
City Clerk Joanna Sanders.
DISCUSSION ITEMS
Briefing Solid Waste Request for Proposals
Public Works Director Greg Lanning introduced Jeff Brown of EpiCenter who gave
the staff presentation on the procurement process for solid waste services. The
current contract is now extended to March 31, 2020.
He asked for Council feedback on contract provisions before moving forward with
an addendum. There was discussion of and consensus on the following: New
collection trucks (and show a plan for upgrading so all in fleet are not going off line
at one time), every other week garbage collection, 32-gallon versus 64-gallon
containers, and containerizing recyclables in a three-bin system versus co-mingled.
City Manager David Timmons noted that if the City does not get a successful
proposal, it might operate its own utility.
Water System Engineering Design Standard Detail Updates
City Engineer David Peterson reviewed minor changes to the Engineering Design
Standards. Staff recorded a few additional corrections as suggested by Council in
order to update the standards.
City of Port Townsend Three-Year Strategic Plan 2019-2021
City Manager David Timmons gave an overview of the strategic plan as presented.
He noted action items were consolidated to avoid duplication from what was
presented at the retreat. He intends to add an addendum in the form of a work plan
before Council adoption.

Mr. Timmons reported that Homeward Bound executed their loan agreements
today.
