HomeMy WebLinkAbout09-028 Authorizing CM to execute a contract with James Carey for architect services for library expansionRESOLUTION N0.09-028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH JAMES CAREY FOR ARCHITECT SERVICES FOR THE LIBRARY EXPANSION WHEREAS, in 2006, the City undertook a competitive solicitation for architect services to provide consulting, design and potentially construction services for the library expansion; and WHEREAS, in response to the solicitation, the City selected Cazdwell Architects (Seattle), and the City Council approved (August 21, 2006) the City Manager's execution of a contract for services with Cardwell, and the City contracted with Caldwell for services. Jim Carey was the lead designer and project manager with Cardwell for the Port Townsend project. In 2007, the principle architect/founder/owner in Cardwell retired and Jim Carey established his own firm. With City approval (to maintain continuity of service, and avoid delays and added costs to the City if a new architect had to take over the project), Jim Carey continued with the design work as the successor to Caldwell. WHEREAS, the City is to receive federal monies to assist in the capital construction for the library expansion. The earlier the City can demonstrate it is able to comply with State Historic Preservation Office (SHPO) requirements, the more likely it qualifies for additional federal funding assistance. Therefore, the City desires to proceed as rapidly as possible with design work to get the project ready to qualify for federal funding assistance; and WHEREAS, maintaining design services with Jim Carey would maintain continuity of service, and avoid delays in the project, and avoid risk and jeopardy to likely federal funding assistance resulting from delays, and avoid added costs to the City if a new architect had to take over the project, and the above justifies a waiver of any new bid process, which process would likely only result in one bidder who could meet the City's needs for expedited completion of this design project (or only meet the City's needs at significantly greater costs to make up for the time and experience Jim Carey has with the project). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend that the City Manager is authorized to execute necessary agreements with Jim Carey for architectural and design services for the library expansion.
