HomeMy WebLinkAbout18-054 Relating the City Water Utility; Closing the Public Hearing on the Draft Water System Plan; and, Referring the Draft Water System Plan to Staff for Further RevisionResolution 18-054 Page 1 of 2 RESOLUTION NO. 18-054 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, RELATING TO THE CITY WATER UTILITY; CLOSING THE PUBLIC HEARING ON THE DRAFT WATER SYSTEM PLAN; AND, REFERRING THE DRAFT WATER SYSTEM PLAN TO STAFF FOR FURTHER REVISION WHEREAS, the City of Port Townsend is updating the Water System Plan for the City Water Utility; and WHEREAS, on November 5, 2018, the Port Townsend City Council opened the public hearing scheduled for that date; provided opportunity for public comment; and, continued the public hearing for the consideration of the update of the Water System Plan; and WHEREAS, the draft Water System Plan requires additional review and revision; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: Section 1. The City Council of the City of Port Townsend finds that the 2018 draft Water System Plan is incomplete, in part, because it fails to incorporate analysis of water system financial needs and investments (including costs of improvements, operation and maintenance, and repair and replacement). Such improvements are likely to be needed for the entire water system, including the delivery system outside the City limits. For example, an extensive system of aging infrastructure delivers, via gravity, the City's drinking water approximately thirty miles from the Big Quilcene and Little Quilcene Rivers through two reservoirs to the City. The Water System Plan must account for the costs of improvements, operations and maintenance, and repair and replacement of that gravity water system from the water source. Section 2. The City Council hereby closes the public hearing to consider the draft 2018 Water System Plan. Section 3. The City Council refers the draft 2018 Water System Plan to staff to complete further revisions and to address planning for and costs of the complete water system and improvements to the system.
