RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND AUTHORIZING THE CITY MANAGER TO
EXECUTE AGREEMENTS WITH PROFESSIONAL
CONSULTANTS TO IMPLEMENT THE 2004 COMPREHENSIVE
PLAN UPDATE GRANT ($15,000) AND POINT HUDSON CZM
GRANT ($20,000) CONSISTENT WITH FISCAL YEAR 2004
APPROVED BUDGET
The City Council of the City of Port Townsend, Washington resolves as
follows:
WHEREAS, the 2004 budget authorizes the following grant funded
expenditures: i) a Comprehensive Plan Update Grant ($15,000) funded by the
Washington State Department of Community Development (CTED) and ii) a Coastal
Zone Management (CZM) Grant of $20,000 through the Washington State Department
of Ecology; and
WHEREAS, RCW 36.70A. 130 requires the city of Port Townsend to update
the City's Comprehensive Land Use Plan by December 1, 2004 and every 7 years
thereafter; and
WHEREAS, Eric Toews of Cascadia Planning Services has been selected as the
professional consultant to assist the city with updating the Comprehensive Plan and
substantial progress has been made on the scope of work towards completing that plan
update; and
WHEREAS, state law requires the City of Port Townsend to update the
Shoreline Master Program (SMP) by December 1, 2005; and
WHEREAS, the Port of Port Townsend Point Hudson property lies almost
entirely within the jurisdiction of the SMP and Point Hudson's future development
could be greatly influenced by the SMP update; and
WHEREAS, Keith Gurnee of RRM Consulting has been selected as the
professional consultant to assist the City and the Port with Point Hudson shoreline
planning issues,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Port Townsend that the City Manager is authorized to negotiate and execute the
following Professional Services Agreements:
1 Resolution 04-004
1. An agreement with RRM Consulting not to exceed $20,000 for Point
Hudson Shoreline Planning; and
2. An agreement with Cascadia Planning Services not to exceed
$15,000 for Comprehensive Plan update planning.
ADOPTED by the City Council of the City of Port Townsend, Washington, at
a regular meeting thereof, held this second day of February 2004.
