HomeMy WebLinkAbout04-008RESOLUTION NO. 04-008 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON PROVIDING COMPOSITION, TERMS OF OFFICE, AND PROCEDURAL RULES FOR THE DESIGN REVIEW ADVISORY COMMITTEE WHEREAS, by Ordinance 2853 (2004), the City Council removed provisions retaining to composition, terms, and rules for the Design Review Advisory Committee from the PTMC to provide for those matters by separate Council resolution. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: SECTION 1. ESTABLISHMENT, AUTHORITY AND SCOPE OF WORK The Design Review Advisory Committee was established by Ordinance 2840, codified in PTMC 2.73, with authority and function as provided in PTMC 2.73.060, as amended. The Committee shall be subject to the general provisions in Article 4 of City Council Rules of Procedure pertaining to General Rules Applicable to Citizen Advisory Boards, and this Resolution, including any amendments thereto. SECTION 2. TERM OF COMMITTEE - SUNSET PROVISION. This committee shall constitute a standing advisory board, subject to further city council ordinance or resolution. No sunset provision is established. SECTION 3. MEMBERSHIP The committee shall consist of five members, with the following provisions: A. The Port Townsend Design Review Advisory Committee shall consist of a standing pool of five individuals with architectural design expertise. Members of the Port Townsend DRC shall be appointed by the mayor and approved by the City Council and shall be residents of the City, except as otherwise provided in this chapter. The members of the committee may include, but not be limited to, architects, landscape architects or building designers. An exception to the residency requirements for a maximum of one of the five committee members may be granted by the Mayor and City Council in order to obtain representatives from these disciplines. B. All members of the committee must have demonstrated interest in and knowledge of the architectural development of the city. In making an appointment, the Mayor may consider names submitted from any source, but the Mayor shall notify City development-related organizations of vacancies so that names of interested and qualified individuals may be submitted by such organizations for consideration along with names from any other source. C. Only three members are required to review development proposals. The committee shall include in its rules of procedure the method by which the three members are scheduled. 1 Resolution 04-008 SECTION 4. TERMS OF OFFICE. The term of office shall be three years, except that the initial appointments shall be staggered from one to three years so that no more than three members shall have their terms expire in any one year.
