SEPA Notice 2018 WATER SYSTEM PLAN NOTICE OF DETERMINATION OF NON-SIGNIFICANCE, ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENTS AND AVAILABILITY OF SEPA CHECKLIST ) City of Port Townsend (LUP18-079 Location: The SEPA review for the 2018 WSP Update will apply to the entirety of the Port Townsend water service area as adopted by the abbreviated 2014 WSP. In addition to serving the residents of the City, the system provides water to the Port Townsend Paper Company, the Glen Cove area to the south of the City, the unincorporated rural area just to the west of the City, and wholesale water to Public Utility District No. 1 of Jefferson County (PUD) for its use in supplying the South For detailed illustrations of the City of Port Townsend's water service area, please Hastings Loop. refer to the maps and figures contained in the City's 2018 Draft WSP Update. Lead Agency: City of Port Townsend Determination of Non-Significance, Adoption of Existing Environmental Documents and Notice of Availability of SEPA Addendum: Title of document being adopted: Final Determination of Non-Significance (DNS) for adoption of the City's abbreviated 2014 Water System Plan (WSP). Date adopted document was prepared: July 15, 2014 Description of document (or portion) being adopted: Final DNS with the Exhibits and References therein. The document is available to be read at (place/time): The City of Port Townsend's Development Services Department (DSD) at the address listed below. Hours available for review are 8 a.m. to 5 p.m., Monday through Friday except National Holidays. After independent review, the City has identified and adopted this document as being appropriate for this proposal. The document meets the City’s environmental review needs for the current proposal and will accompany the proposal to the decision maker. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information in file with the lead agency. This information is available to the public on request. SEPA Public Comment/Appeal Period: This SEPA document is issued under WAC 197-11-340(2) and WAC 197-11-625. Written comments/appeals concerning the SEPA determination must be submitted to the Development 4:00 PM, October 4, 2018. GMA Notice: Pursuant to RCW 36.70A.106, the City will be requesting expedited state agency review of the above referenced amendments. Planning Commission and City Council Open Record Public Hearings: At least two open record public hearings on the proposed WSP update will be held prior to adoption – one before the Planning Commission and one before the City Council. Dates for these hearings have not yet been determined but public notice will be provided once the hearings have been scheduled. The Planning Commission's hearing will be structured with a narrow focus aimed at providing a recommendation to the City Council on whether the updated WSP as a functional plan is consistent with the City's existing Comprehensive Plan.
