HomeMy WebLinkAbout061118CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP SESSION OF JUNE 11, 2018 CALL TO ORDER The Port Townsend City Council met in workshop session on the 11th day of June 2018 in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson. Staff members present were City Engineer Dave Peterson, Civil Engineer Laura Parsons, Public Works Director Greg Lanning, Finance and Administrative Services Director Nora Mitchell, Assistant City Engineer Samantha Trone, Parks, Recreation and Community Services Director Alex Wizniewski, and City Clerk Joanna Sanders, DISCUSSION ITEMS Public Works Director Greg Lanning distributed a Jefferson County press release and New York Times article on the current issues concerning recyclables. Stormwater Management Plan Update Assistant City Engineer Samantha Harper gave a briefing on Plan Chapters 1-4 (introduction/Purpose, Watershed and Basins, the Built Environment, and Basin Planning) and Appendices A and B (Kick off meeting and public process). The completed draft is expected to be provided to Council in September or October. Ms. Harper and City Engineer David Peterson responded to questions about the status of the consultant's work and budget as well as the task force work on pre -plan background and education about the stormwater utility. The Planning Commission, Parks Recreation and Tree Advisory Board (PRTAB), and Non -motorized Transportation Advisory Board (NMTAB) would be asked for input to ensure consistency with the Comprehensive Plan. Council could choose the level of involvement on plan review through the Ad Hoc Committee on Stormwater and review of stormwater rates with the Council Finance and Budget Committee. PRTAB and NMTAB would also be asked to review proposed PTMC Chapter 13.32 revisions pertaining to drainage ways. Staff responded to questions about stormwater funding options. Finance and Administrative Services Director Nora Mitchell reported that FCS Group has begun work on the stormwater rate study and a funding plan is forthcoming related to the regional stormwater facility. City Council Workshop Session June 11, 2018 Page 1 of 2 Six -Year Transportation Improvement Plan (TIP) Mr. Lanning and Mr. Peterson reviewed the 2019-2024 TIP. They explained that projects need to be listed to be eligible for funding. Water Street, Visitor Center, and Jefferson Street are no longer listed. A capital projects update would be presented to Council next week. Mr. Peterson agreed to include the 14th Street and staff relayed some of the challenges of a Sims Way crosswalk at Benedict Street. Nonmotorized Transportation Advisory Board Current Activities and Recommendations Parks, Recreation and Community Services Director Alex Wisniewski distributed copies of and led a review of the Non -Motorized Transportation Advisory Board (NMTAB) proposed work plan. Mr. Lanning explained Bicycle Safety Audits related to updating the priorities in the Non -motorized Transportation Plan. Non -Motorized Transportation Advisory Board Members Richard Dandridge and Joe Finn participated in the discussion. Council and NMTAB Members commented on the need to build into the plan other modes of transportation, including the potential impacts of motorized scooters and e -bikes, and those modes that work on trails. There was recognition that the City's new communication strategy might provide for increased opportunities for pedestrian and bicycle safety education and outreach promoting trail use with maps on posts and kiosks. Noting that recent transportation improvements can still receive protection under recreation immunity, there were suggestions for improving collaboration with volunteers such as getting assistance with a bicycle and safety audit. Mayor Stinson summarized Council suggestions by recommending NMTAB break the work plan into smaller segments across multiple years and focus on the safety audit. In addition, there would continue to be staff -driven items. It was noted that including trail components in the Parks Function Plan can make the City eligible for certain grant funding. There was support for the NMTAB fine-tuning a workplan for Council approval before entering the budget time frame in August or September. Mr. Peterson reviewed that Staff has solicited NMTAB input on temporary advisory bike lane striping on the Water Street Enhancement Project.
