HomeMy WebLinkAbout18-032 Authorizing the City Manager to Negotiate and Execute an Agreement with Berk Consulting, Inc. for a Level of Service Analysis for the City of PT Public LibraryResolution 18-032 Page 1 of 2 RESOLUTION NO. 18-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH BERK CONSULTING, INC. FOR A LEVEL OF SERVICE ANALYSIS FOR THE CITY OF PORT TOWNSEND PUBLIC LIBRARY WHEREAS, the City of Port Townsend's 2016-2018 Strategic Plan prioritizes that the City work to ensure sustainable future for public services and facilities; and, WHEREAS, the City Council has directed the City Manager, Library Director and Library Advisory Board to define levels of services for the Library and explore sustainable funding options; and, WHEREAS, the City Manager and Library Director have been researching other states' standards for libraries and exploring best practices for Washington public libraries. The consensus and advice from area public libraries is to bring in a Washington firm experienced in analyzing services currently provided, assessment of level of services and programs not being met with current budget, redefine current budget level based on findings, project future budget needs--e.g., service area growth, inflation, technology, new services, etc., and project future budget levels; and, WHEREAS, the City does not have staff with the expertise to perform such work; and it is prudent to have an experienced firm provide a nonbiased analysis of the Library's level of service in establishing a clear direction, vision, and funding strategy for library services; and, WHEREAS, the cost of the contract will come from the Library Reserves through a supplemental budget request; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: Section 1. The City Manager is authorized to negotiate and execute an agreement with Berk Consulting, Inc to for delivery of a comprehensive level of services and funding analyses with an amount not to exceed $15,000.00. The analysis, a preferred recommendation, and a presentation to the City Manager, Mayor, City Council, and the Library Advisory Board would follow completion of the analysis. Section 2. The City Manager is authorized to take all administrative actions consistent with the intent of this Resolution. ADOPTED by the City Council of the City of Port Townsend at a regular meeting thereof, held this 18th day of June 2018.
