MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF APRIL 9, 2018
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 9th day of April 2018,
in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to
order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray,
Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson.
Staff members present were City Manager David Timmons, Senior Planner/Planning
Manager Judy Surber, Assistant City Engineer Samantha Harper, and City Clerk
Joanna Sanders.
DISCUSSION ITEMS
Critical Areas Ordinance Update & Limited Amendments to the Shoreline
Master Program (GMA Periodic Update)
Senior Planner Judy Surber reviewed her presentation on the proposed amendments
to the Critical Areas Ordinance. Included in the packet was a proposed summary of
the changes which could be referenced when Council holds its public hearing.
Stormwater Management Plan
Assistant City Engineer Samantha Harper gave the staff presentation with a progress
report on the plan development. She summarized discussion that occurred at the four
Council ad hoc committee meetings to provide guidance on the Stormwater
Management Plan. Ms. Harper then reviewed large displays of critical drainage
corridor maps that were reviewed at the Planning Commission meetings. She
reviewed the timelines and recommendations being solicited from the Planning
Commission and advisory boards.

There being no further business, the meeting adjourned at 8:31 p.m.
