Clapp Building - The applicant is seeking a Type II Minor Shoreline Substantial Development Permit to rehabilitate the historic C.F. Clapp Building and adjoining annex building to a mixed-use, multi-tenant structure. Anticipated ground floor uses include a restaurant and a tasting bar for the owner’s off- site winery. Upper floors will accommodate a mix of office space and apartments for long or short-term rentals. Proposed site improvements include a publicly accessible waterfront walkway, a 5,104-square foot private, open plaza with 224 square foot of covered garbage enclosure and 120 square foot tent for events and other uses; associated stormwater facilities and right of way improvements within abutting Adams and Water Street. Applicant: Water St LLC Location: The subject building is known as the Clapp Building and is located at 725 Water Street, Port Townsend WA. The property lies within 200-feet of the waters of Port Townsend Bay. Legally described as Port Townsend Original Townsite, Block 7, Lots 5, 6, 7, 8 inclusive together with Tidelands 34 & 35 within SW ¼ of Section 1, NW ¼ Section 12, Township 30 North, Range 1 West, W.M. Parcel Numbers: 989700708 and 989700709 Dates: Application: 4/7/16 Determined Complete: 4/24/18 Notice of Application: 5/2/18 Critical Area: According to the City’s Critical Area maps, the site contains three different critical areas: Seismic Hazard, Aquifer Recharge, and Frequently Flooded. As such, the proposal will also be reviewed for compliance in accordance the City’s Critical Area Ordinance 19.05. All appropriate findings and conclusions concerning Critical Area review will be included in the Minor Shoreline Substantial Development Permit decision. Adjacent Waterbody:SMP Shoreline Designation Port Townsend Bay : Historic Waterfront Special studies or plans supplied with the application include: a JARPA application and a site plan showing the proposed improvements. Other permits (including other agencies) not included in the application, to the extent known by the City may include Historic District Design Review, building permit, flood development permit; street development/minor improvement permit, sign permit. Unless appealed, there is no public hearing for this project. Written comments must be received Friday, June 1, 2018. by the Development Services Department no later than 4:00 p.m., A statement of consistency will be made following a review of the application against the goals, policies, and performance standards of the City’s Shoreline Master Program (SMP), Critical Areas regulations (PTMC 19.05), the use provisions of the underlying C-III zoning district (PTMC 17.20) and the Comprehensive Plan. A final decision on the application will be made within 120 days of the date of the Determination of Completeness.
