RESOLUTION NO. 18-023
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AMENDMENT AND EXTENSION TO THE AGREEMENT WITH AHBL FOR
DEVELOPMENT OF THE HOWARD STREET (NOW RAINIER STREET) & UPPER
SIMS WAY SUBAREA PLAN
WHEREAS, On February 21, 2017 the City Council docketed the Howard Street (now
Rainier Street) & Upper Sims Way Subarea Plan to the Comprehensive Plan Annual Amendment
process; and
WHEREAS, the City issued a request for proposals (RFP) on March 13, 2017. A total
of eight complete RFPs were received. An initial review narrowed down the pool of proposals to
four firms. These four firms were invited to interview with the final review panel, a group of four
members including a Public Works representative, a Development Services Department
representative, and two Planning Commissioners. On April 20, 2017, three firms presented to the
final review panel, with one firm withdrawing their interest prior to the interview date. After
interviewing the three finalists, the final review panel evaluated the firms and selected AHBL as
the Consultant; and,
WHEREAS, on May 1, 2017 the City Council authorized the City Manager to negotiate
and execute a contract with AHBL for development of the Howard Street (now Rainier Street) &
Upper Sims Way Subarea Plan, in an amount not to exceed $130,000 plus applicable sales tax;
and,
WHEREAS, to ensure consistency between the Subarea Plan zoning and regulatory
documents and the City as a whole, additional time is needed to facilitate the changes and to
reach out to the business and property owners, which requires additional funding to complete the
process and the Subarea Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is authorized to execute an amendment and a 6 -month
extension to the agreement with AHBL for development of the Howard Street (now Rainier
Street) & Upper Sims Way Subarea Plan for an amount not to exceed $149,780 plus applicable
sales tax.

thereof, held this 16th day of April 2018.
