MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MARCH 12, 2018
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 12th day of March,
2018, in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the
meeting to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, Robert Gray, David Faber,
Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson.
Staff members present were City Manager David Timmons, Finance and
Administrative Services Director Nora Mitchell, Public Works Director Greg Lanning,
Parks, Recreation and Community Services Director Alex Wisniewski, Finance
Manager Sheila Danielson, and Deputy City Clerk Joshua Stecker.
COMMITTEE REPORTS
Council Committees
Amy Howard reported on Finance and Budget Committee activities including review
of affordable housing financing options. Michelle Sandoval reported on the Ad Hoc
Committee on Housing, noting that further recommendations would be coming
forward to Council to task staff and the Planning Commission. Ariel Speser reported
on the Ad Hoc Committee on the Stormwater Management Plan which has completed
its tasked assignments.
Intergovernmental Committees with Councilmember Representation
Deborah Stinson reported on the North Olympic Development Council, Jefferson
County Clean Water District Advisory Council, the Public Infrastructure Board, the
Jefferson County/Port Townsend Regional Emergency Management Committee, the
Climate Action Committee, the East Jefferson Fire Rescue Joint Oversight Board, the
Joint Growth Management Steering Committee and the JeffCom Administrative
Board.
David Faber reported on the Peninsula Regional Transportation Planning
Organization Executive Board, the Jefferson Transit Authority Board and the
Jefferson County/City of Port Townsend LEOFF I Retirement/Disability Board.
Michelle Sandoval reported on the Lodging Tax Advisory Committee and the
Jefferson Higher Education Committee.
Ariel Speser reported on the Jefferson County Board of Health and the Jefferson
City Council Workshop Meeting - March 12, 2018 Page 1 of 2
County Substance Abuse Board.
Pamela Adams reported on the Jefferson County Developmental Disabilities Advisory
Board, the Fort Worden Advisory Committee and the Port Townsend Main Street
HUD Loan Committee.
Robert Gray reported on the PEG Access Coordinating Committee and the OlyCAP
Board of Directors.
Amy Howard reported on the East Jefferson Fire Rescue Joint Oversight Board.
Councilmembers expressed consensus to report on their committees on a quarterly
basis.
DISCUSSION ITEMS
Water Sewer Rate Study
Chris Gonzalez of FCS Group gave a presentation of the Water & Sewer Rate
Update. He gave an overview of rate findings and needs forecasts and presented a
sample bill forecast.
David Timmons identified reviewing expansion to the low-income program as the
next step in the process. Staff will bring proposed changes to the Finance and
Budget Committee for review.
Parks, Recreation and Tree Advisory Board Current Activities and
Recommendations
Jake Marley, Ed Robeau, Jim Todd, Paul Schutt, and Debbie Jahnke of the Parks,
Recreation and Tree Advisory Board discussed Board recommendations with
Council. David Timmons indicated that staff would bring forward a formal work plan
for Council consideration at a future meeting.

There being no further business, the meeting adjourned at 8:37 p.m.
