HomeMy WebLinkAbout18-008 Jefferson Street Sidewalk Project; Approving the Design Concept, Advertise for Bids and to Award a Construction ContractResolution 18-008 Page 1 of 2 RESOLUTION NO. 18-008 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, RELATED TO THE CONSTRUCTION OF THE JEFFERSON STREET SIDEWALK PROJECT; APPROVING THE DESIGN CONCEPT, AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO AWARD A CONSTRUCTION CONTRACT TO THE LOWEST RESPONSIVE RESPONSIBLE BIDDER, AND TO SIGN ALL NECESSARY DOCUMENTS AND CONTRACTS FOR THE PROJECT WHEREAS, the City is at the 30% design phase for the Jefferson Street Sidewalk Project; and, WHEREAS, the project has been presented to the Non -Motorized Transportation Advisory Board; and, WHEREAS, City staff has started consultation with the Washington State Department of Archaeology & Historic Preservation for the project; and, WHEREAS, the City has a Geology Hazard Assessment which states that the sidewalk can be constructed without impacting the nearby critical slope; and, WHEREAS, this project has been identified on the City's adopted 2018-2023 Capital Improvement Plan; and, WHEREAS, City staff will evaluate the bids for compliance with the bid laws; and, WHEREAS, based on the evaluation of the bids, staff may need the flexibility, within the bounds of the bidding laws and the approved budget, to re -bid the contract in time to meet the environmental and construction windows; and, WHEREAS, the City Council must approve any public works contract over the amount of $65,000.00; and, WHEREAS, the 2018 budget includes $604,000 for the construction phase (which includes construction and soft cost) of the Jefferson Street Sidewalk Project; and, WHEREAS, if the construction bid amount exceeds the budgeted project amount, staff will return to City Council with a proposal for approval; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. Council approves the design concept for the Jefferson Street Sidewalk Project. 2. The City Manager is authorized to bid and award a construction contract to the lowest responsive responsible bidder within the project budget.. Resolution 18-008 Page 2 of 2 3. The City Manager is authorized to sign all necessary documents and contracts for construction of the Jefferson Street Sidewalk Project.
