RESOLUTION NO. 18-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, RELATED TO THE CONSTRUCTION OF THE BIG QUILCENE
DIVERSION DAM REPAIR PROJECT; AUTHORIZING THE CITY MANAGER TO
ADVERTISE FOR BIDS, TO AWARD A CONSTRUCTION CONTRACT TO THE
LOWEST RESPONSIVE RESPONSIBLE BIDDER, AND TO SIGN ALL NECESSARY
DOCUMENTS AND CONTRACTS FOR THE PROJECT
WHEREAS, 2012 and 2016 engineering inspections of the Big Quilcene Dam Diversion
documented structural issues that need to be addressed; and,
WHEREAS, failure of the Big Quilcene Dam Diversion would jeopardize the flow of
water to the City and the mill; and,
WHEREAS, it is in the interest of the City and its customers to restore the dam diversion
to full operating capacity to prevent catastrophic failure; and,
WHEREAS, Council has previously approved agreements for engineering studies and
design work for the necessary repairs (Resolutions 16-012, 16-040 and 17-045); and,
WHEREAS, this project has been identified on the City's adopted 2017-2022 Capital
Improvement Plan; and,
WHEREAS, Staff will evaluate the bids for compliance with the bid laws; and,
WHEREAS, based on the evaluation of the bids, staff may need the flexibility, within
the bounds of the bidding laws and the approved budget, to re -bid the contract in time to meet
the environmental and construction windows; and,
WHEREAS, the City Council must approve any public works contract over the amount
of $65,000.00; and,
WHEREAS, the 2018 budget includes $1,339,000 for the construction phase (which
includes construction and soft cost) of the Big Quilcene Diversion Dam Repair Project; and,
WHEREAS, if the construction bid amount exceeds the budgeted project amount, staff
will return to City Council with a proposal, for approval by the City Council, for the moving
forward with the project;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Manager is authorized to place a call for bids, to award a construction
contract to the lowest responsive responsible bidder within the project budget, and to sign
all necessary documents and contracts for construction of the Big Quilcene Diversion
Dam Project.
ADOPTED by the City Council of the City of Port Townsend this 5th day of February,
2018.
