A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ESTABLISHING A POLICY FOR PROVIDING COMPLIMENTARY
PASSES TO THE MUNICIPAL POOL FOR QUALIFYING VOLUNTEERS IN
FEDERALLY-SPONSORED VOLUNTEER PROGRAMS THAT HAVE A DIRECT
BENEFIT TO THE CITY OF PORT TOWNSEND
WHEREAS, many local agencies utilize volunteers enrolled in federally-sponsored
volunteer programs such as AmeriCorps, AmeriCorps-Vista, and the Civilian Conservation
Service to augment their efforts to serve the public; and
WHEREAS, these volunteers receive very limited compensation, far below established
standards for the type of work that they are doing; and
WHEREAS, these volunteers provide a valuable service to the City and the public that
would otherwise not be possible; and
WHEREAS, the YMCA has agreed to allow AmeriCorps volunteers to use YMCA
facilifies at no cost in recognition of their service, but the local YMCA has limited
programs/facilities for adults and does not operate a swimming facility in Port Townsend; and
WHEREAS, these volunteers would likely not be financially able to pay to utilize the
Municipal Pool for exercise and recreational benefit,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows: The City Council adopts a policy of providing complementary passes to
the Port Townsend Swimming Pool for individuals serving in federally-sponsored, full-time or
substantially full-time volunteer programs with demonstrated benefits to the City of Port
Townsend. The Council authorizes the City Manager to implement this policy for a period of one
year and to report back to the Council on the status of the program and to determine if it should
be continued.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this twentieth day of April, 2009.
