RESOLUTION NO. 17-045
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH HDR ENGINEERING INC. TO
PREPARE A FINAL DESIGN, BIDDING DOCUMENTS, AND ASSIST WITH BIDDING
SUPPORT SERVICES AND PERMITTING FOR THE BIG QUILCENE RIVER
DIVERSION REPAIR PROJECT
WHEREAS, 2012 and 2016 engineering inspections of the Big Quilcene Dam Diversion
documented structural issues that need to be addressed; and,
WHEREAS, failure of the Big Quilcene Dam Diversion would jeopardize the flow of
water to the City and the mill; and,
WHEREAS, it is in the interest of the City and its customers to restore the dam diversion
to full operating capacity to prevent catastrophic failure; and,
WHEREAS, The City does not have staff with the expertise to perform such work; and,
WHEREAS, HDR Engineering has performed significant engineering work on the City's
water system and has extensive knowledge of the City's system;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend to authorize the City Manager to execute a professional services agreement with HDR
Engineering, Inc. to provide a design services and permitting support for the repairs to the Big
Quilcene River Diversion Structure in an amount within the approved budget.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 18'" day of September, 2017.
