HomeMy WebLinkAbout090116 Minutes NON-MOTORIZED TRANSPORTATION ADVISORY BOARD MEETING MINUTES Date: September 1, 2016 Time: 4:30 pm Location: City Hall 1st Floor Conference Room Members Present: Jolly Wahlstron, Lys Burden, Pat Teal, Richard Dandridge, Scott Walker, Hendrik Taatgen Members Excused: Sally Chapin, Mike Kaill, Mark Henthorn Staff Present: Deputy City Clerk Joshua Stecker, City Engineer David Peterson Topic Motions/Recommendation/Action Approval of Minutes: August 4, 2016 Unanimous approval Public Comment: Robert Gray asked about the status of the alternate trail around the Howard Street project. David Peterson outlined the proposed route to be built. Owen Fairbank commented on the need to keep the Cappy’s Trails area free from signage, if possible. Staff Report: David Peterson reported that trail maps will be printed soon, the Bike Friendly City application was submitted and that Council will soon be reviewing the Water Street repaving project. Review of Complete Streets Ordinance: The Board reviewed the proposed Ordinance and considered suggested language revisions presented by Dan Burden. The Board unanimously recommended that Council make changes to the Ordinance to include a stronger statement of purpose and vision, language identifying City transportation systems as a “connected network” and add a new Policy section requiring staff to incorporate performance measurable when applicable (miles of lanes, miles of sidewalks, number of curb cuts, etc.). Lys Burden will draft a revised version of the Ordinance with the recommended language incorporated and submit it to City staff. Review of Parks and Facilities Naming Ordinance: The Board reviewed the proposed Ordinance. The Board unanimously recommended Council approve the Ordinance as written. Next Work Party: The next work party will be held on October 15th at the Grant Street trail near 16th Street Next Meeting: Scheduled for October 6, 2016 Adjourn: The meeting was adjourned at 6:00 p.m.
