HomeMy WebLinkAbout050217 Minutes HISTORIC PRESERVATION COMMITTEE MEETING MINUTES Date: May 2, 2017 Time: 3:00 pm Location: City Hall, Third Floor Conference Room Members Present: Charles Paul, Chair; Richard Berg; Craig Britton; Cate Comerford Members Excused: Brent Davis; Don Schussler Staff Present: Senior Planner John McDonagh; City Engineer David Peterson; Deputy Clerk/Legal Assistant Amber Long Topic Motions/Recommendation/Action Approval of Minutes: April 4, April 19, April 26, 2017 The Committee voted unanimously to approve the minutes of April 4, April 19, and April 26, 2017 Approval of Agenda The Committee voted unanimously to add a discussion of HPC17-010 to the agenda under New Business. Appearance of Fairness Richard Berg recused himself from the discussion of HPC17-011 Public Comment (items not on the agenda) George Randels gave public comment. HPC17-010, Thuja on Water Street: Lauren Engle requested approval of a paint color not on the historical palette for the kickplates and transom area of her storefront. The Committee voted unanimously to approve the proposed paint color, “Witching Hour.” HPC17-011, 613 Lincoln Street: Architect Richard Berg and owners Steve and Sue Conca discussed a proposed addition and a change to the front of a small historic home on Lincoln. The applicants clarified that the current front porch, which they are proposing to remove, is not historic and is encroaching on the right-of-way. George Randels gave public comment. The Committee voted 3-0, with Richard Berg recused, to accept the application as submitted for an addition to the side/back of the house, creating a new entry area, and to change the current entry area to an inoperable front door. The Committee requested that the gable portion of the addition be moved forward by 6” in order to have corner board put in. HPC17-012, Carnegie Library and Pink House: City Engineer David Peterson and architect Amy Dahlberg discussed a proposal to replace the Pink House wall and some of the Carnegie Library steps. George Randels gave public comment. The Committee voted 3-0, with Richard Berg recused, to approve the application as submitted with the following comments: nonstructural cracks in the walls at the Carnegie Library should not be repaired and a historical (1 ½’) scoring pattern should be used for the replacement landing. Next Meeting: Special Meeting to be scheduled for later in the month, likely on the 16th or 17th. Adjourn: The meeting was adjourned at 4:30 p.m.
