RESOLUTION NO. 17-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH HOMEWARD BOUND FOR REIMBURSEMENT OF CAPACITY
IMPROVEMENT COSTS
WHEREAS, The City Council adopted Resolution 17-019 on April 24, 2017,
authorizing the City Manager to enter into agreements with the Grantee in support of Grantee's
housing initiative; and,
WHEREAS, Council also adopted Resolution 17-021 on May 8, 2017, authorizing the
surplusing of City property and the transfer of that property to Grantee in support of this housing
initiative; and,
WHEREAS, RCW 35.21.685 authorizes the City to assist in the development of
housing for persons of low income by providing loans or grants; and,
WHEREAS, Homeward Bound is in the process of reorganizing to increase its capacity.
As part of this reorganization, it is seeking assistance from other housing providers and land
trusts based in other jurisdictions; and,
WHEREAS, the City Manager has recommended repurposing unexpended 2016 funds
to support this reorganization;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is authorized to execute a grant agreement with Homeward
Bound d/b/a Olympic Housing Trust to defray costs related to increasing its capacity to manage
the organizations goals in an amount not to exceed $30,000.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 19th day of June 2017.
