RESOLUTION NO. 17-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A
PARTNERSHIP AGREEMENT WITH THE PORT TOWNSEND SCHOOL DISTRICT,
JEFFERSON COUNTY HOSPITAL DISTRICT, JEFFERSON COUNTY, AND THE
OLYMPIC PENINSULA YMCA FOR A FEASIBILITY DETERMINATION
REGARDING COMBINED USE OF THE MOUNTAIN VIEW CAMPUS
WHEREAS, The City of Port Townsend ("City") currently leases the Mountain View
Elementary School campus from the Port Townsend School District No. 50 ("School District");
and,
WHEREAS, Section 6 of the Lease controls the use of Mountain View. Section 6(b)
specifically allows for the City to "...partner with community non-profit agencies to provide for
additional improvements and facilities at..." Mountain View; and,
WHEREAS, the Olympic Peninsula YMCA ("YMCA") currently operates programs at
Mountain View. Since fall of 2014, it has been exploring the possibility of expanding its
programming at Mountain View in large part by constructing a new facility there; and,
WHEREAS, the City, School District, Jefferson County ("County"), the Jefferson
County Hospital District No. 1 ("Hospital District") and the YMCA regularly participate in
emergency management exercises that have increased cooperative efforts to prepare for and
recover from natural or man-made disasters; and,
WHEREAS, the partners agree that the YMCA's proposed new facility could provide an
opportunity to centralize activities related to community resilience as well as to provide a central
location for community recovery; and,
WHEREAS, the partners wish to work together to explore options for this new facility;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Manager is authorized to negotiate and execute a contract with the Port
Townsend School District, Jefferson County Hospital District, Jefferson County, and the
Olympic Peninsula YMCA for a feasibility determination regarding combined use of the
Mountain View Campus;
2. The City Manager may provide staff support to this effort, and allocate on an "as
available" basis other City resources that will help advance the partnership's goals.
