HomeMy WebLinkAbout17-016 Related to the 2017 Annual Update of the City’s Comprehensive Plan and Development Regulations, Setting the Final DocketResolution 17-016 Page 1 of 2 RESOLUTION NO. 17-016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, RELATED TO THE 2017 ANNUAL UPDATE OF THE CITY'S COMPREHENSIVE PLAN AND DEVELOPMENT REGULATIONS, SETTING THE FINAL DOCKET WHEREAS, on July 15, 1996, the City of Port Townsend ("City") adopted its 20 -Year Comprehensive Growth Management Plan through Ordinance 2539 in order to meet the goals and requirements of Chapter 36.70A of the Revised Code of Washington ("RCW")(the "Growth Management Act," "Act," or "GMA"); and WHEREAS, the City adopted its current Zoning Code as Title 17 of the Port Townsend Municipal Code ("PTMC") on April 7, 1997 (Ordinance 2571) to comply with the GMA and to implement the Plan; and WHEREAS, as permitted and required by the GMA, the City has considered and adopted several amendments to its Comprehensive Plan and development regulations through the annual update and mid-cycle amendments; and WHEREAS, on November 21, 2016 the City Council adopted Resolution 16-049, stating that for the 2017 Comprehensive Plan annual update the City would only consider those Comprehensive Plan amendments required by PTMC 20.04.035(B), and possible updates to the City's Critical Areas Ordinance; and WHEREAS, on February 21, 2017 the City Council adopted Resolution 17-012 Initiating a Comprehensive Plan amendment related to the Howard Street and Sims Way Corridors; and WHEREAS, the Council directed staff, per Resolution 17-012, to "draft a proposed final 2017 annual Comprehensive Plan docket as provided for in PTMC 20.04.02013 and submit the docket to Council for approval. The final 2017 docket should include updates to the Critical Areas Ordinance, this Council -initiated amendment, and any other amendments required under PTMC 20.04.020B." WHEREAS, staff has drafted a proposed final 2017 annual Comprehensive Plan docket attached herein as Exhibit A; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: Section 1, The City Council adopts the Final Docket for the 2017 Comprehensive Plan Annual Update as shown on Exhibit A. Section . Only the work tasks for issues identified in the Final Docket will be accomplished during the 2017 Comprehensive Plan Annual Update. Section 3. Development Services Department staff is directed to review the proposed Resolution 17-016 Page 2 of 2 amendments and prepare a staff report. The department is also responsible for conducting SEPA review. As appropriate, the department shall solicit comments regarding the proposed amendments from the public and/or government agencies. The department will also provide notice and opportunity for public comment as deemed appropriate given the nature of the proposed amendments and consistent with RCW 36.70A.140 and SEPA. Section 4. Once the final docket is established, the department will transmit a copy of all proposed amendments to the comprehensive plan or land use code to the Washington State Department of Commerce (DOC) at least 60 days prior to the expected date of final city council action on the proposed amendment as consistent with Chapter 36.70A RCW. Section 5. All proposed amendments on the final docket shall first be considered by the planning commission, which shall make a recommendation to the city council after holding at least one open record public hearing. Section 6. The City Council shall consider the changes to the Comprehensive Plan and shall hold an open record public hearing on the amendments under the procedures set forth for public hearings in PTMC 20.01.240.
