HomeMy WebLinkAbout16-054 Reaffirming the City Council’s Commitment to Human and Civil Rights Resolution 16-054 RESOLUTION NO. 16-054 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, REAFFIRMING THE CITY COUNCIL'S COMMITMENT TO HUMAN AND CIVIL RIGHTS WHEREAS, the government of the City of Port Townsend has repeatedly demonstrated its commitment to human and civil rights, including but not limited to the following actions: A. Resolutions 92-111A and 08-044 adopting state and federal laws related to housing discrimination. B. Resolution 09-025 (Border Patrol Activity), expressing in part Council's expectation that the City's police department will "...protect the rights and liberties of the members of our community." C. City Personnel Policies 2.2 (Equal Opportunity); 2.5 (Anti-Harassment); D. Port Townsend Police Department("PTPD")Policy Manual Section 318, (Training, prevention, investigation, and reporting of hate crimes); E. PTPD Policy Manual Section 409.7 (Prohibiting detaining or arresting a foreign national only because of immigration status); F. PTPD Policy Manual Section 412 (Limiting investigation and enforcement of immigration laws to those required by federal law). G. Designation of the City Manager and Police Chief as points of contact for LGBTQ issues. H. PTMC 9.02.290(13). Since at least 1981, the City has adopted and enforced RCW 9A.36.080 (Malicious harassment), which makes certain criminal acts a crime if they are based on race, color, religion, ancestry, national origin, sexual orientation, or mental,physical, or sensory handicap. L Council's Motion at its November 16, 2015 meeting directing staff to submit information for inclusion in the Human Rights Campaign's Municipal Equality Index, which resulted in the City's receiving a score of 85 out of a possible 100 points for its support of LGBTQ equality. J. All City staff receive anti-discrimination and anti-harassment training. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend that the Council reaffirms its commitment to human and civil rights and equality for all of its residents, regardless of race, gender, national origin, sexual orientation and gender identity,physical abilities or immigration status.
