RESOLUTION NO. 17-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO SIGN A LOAN
AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF ECOLOGY
FOR THE PREDESIGN WORK NECESSARY TO REPLACE THE SEWER OUTFALL
WHEREAS, the City's wastewater treatment plant outfall has experienced several near -
shore leaks in recent years and appears to be drawing near to its anticipated useful life
expectancy; and
WHEREAS, the City proposes to replace the off -shore portion of the existing outfall
system that was built in the 1950's and extended in the 1960's, with a new outfall and diffuser
that is roughly parallel to the existing outfall; and
WHEREAS, the City must first update studies, update the basemap to completion, obtain
a Geotechnical Data Report, obtain a recommendation for the design of the Outfall, diffuser
sizing, and location, update the Eel Grass Survey, update the Facility Plan Draft and obtain the
necessary permits; and
WHEREAS, the estimated cost for these tasks is $408,000.00; and
WHEREAS, the City of Port Townsend applied to the Washington State Department of
Ecology (DOE) for funding assistance; and
WHEREAS, the DOE has offered a loan for $408,000.00 to complete this work; and
WHEREAS, half of the loan amount is a forgivable principal loan; and
WHEREAS, the favorable rates and conditions of the loan benefits the City and the rate
payers;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows: authorizes the City Manager to enter into a loan agreement with the
Washington State Department of Ecology and accept funds from the Washington State
Department of Ecology Clean Water State Revolving fund.
